us. environmental protection AGENCY, REGION 5 ILLINOIS, INDIANA, MICHIGAN, MINNESOTA, OHIO, WISCONSIN AND 35 TRIBES TARGETED RROWNEIELDS ASSESSMENT MERIDIAN AUTOMOTIVE FACILITY Jackson, Ohio January 2018 The United States Environmental Protection Agency's Targeted Brownfields Assessment, or TBA, Program assisted the Jackson Community Development Corp., by completing a TBA for the former Meridian Automotive Facility in Jackson, Ohio. Completion of the TBA will help toward redevelopment of the property for industrial use helping the area with job creation. The property is about 52.67 acres with two warehouses - one large and one small. The property was first developed in 1966 as a manufacturer of fiberglass- reinforced auto parts. Occupants included Goodyear, Cambridge Industries and Meridian Automotive. The property has been unoccupied since operations ceased in 2007. The site also contains two main drainage ditches flowing in the general west to east direction. The ditches flow off-site to a drainage ditch located next to railroad tracks bordering the property's eastern boundary and from there to the Little Salt Creek located about one-quarter mile east of the property. REUSE/REVITALIZATION The anticipated future land use of the property is industrial with the possibility of the development of a medical office building. Redevelopment of the property could provide jobs and take advantage of a property located so close to rail and highway transportation. DETAILS OF U.S. EPA'S SITE ACTIVITIES The purpose of the TBA was to complete a Phase II Environmental Site Assessment, or Phase IIESA. The Phase II ESA was done in two parts. During the initial investigation, U.S. EPA sampled soil and groundwater and sediment. During the follow-up investigation, Ohio EPA contractors took additional soil, sediment and groundwater samples to help define the boundaries of the contamination. A Proposed Remedial Action Plan, or RAP, was also completed by Ohio EPA contractors. CONTACT US REPORT/INVESTIGATION FINDINGS The results of soil sampling showed contamination in soil across the property, but at levels acceptable according to Ohio voluntary action plan, or VAP, standards. During the initial groundwater sampling, contamination was found in two wells above drinking water standards. However, in follow-up sampling of those wells, filtered samples met drinking water standards. Sediment sampling in the northern drainage ditch found contaminants above standards for direct contact in a residential setting in seven locations. Within the southern drainage ditch, two samples contained contaminants above standards for direct contact in a residential setting and above soil saturation limits. What is a Targeted Brownfields Assessment? U.S. EPA's TBA program provides technical assistance to states, communities and non-profit organizations, to minimize the uncertainties of contamination on brownfield sites. U.S. EPA, at no charge to the community, will characterize a brownfield to determine the nature and extent of contamination.
