A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Background EPA has selected Bernalillo County for a Brownfields Pilot. Bernalillo County is bisected by the Rio Grande and bordered by the Sandia Mountains. The County's population is 518,031, of which 44.4% are minorities and 24% live below the poverty level. Due to a long history of industrial and commercial activity, the area contains hundreds of vacant or abandoned sites with known or perceived contamination. These brownfields are located in a region of shallow groundwater connected to a deeper sole-source aquifer that provides drinking water for Albuquerque and most of the County. The Pilot has targeted two areas: the South Valley of Bernalillo County, adjacent to the Rio Grande, and the North Valley, an area adjacent to downtown Albuquerque that includes Albuquerque's historic transportation and commercial corridor. The County plans to link the Pilot with the many other innovative environmental programs being implemented by the County. Activities Activities planned as part of this Pilot include: • Creating a Brownfields Advisory Committee to involve local government, businesses, and surrounding neighborhoods in the planning process. The Committee will develop guidelines for characterization, risk assessment, and cleanup levels; • Creating an inventory system to identify brownfields sites. Bernalillo County (population 518,000), which encompasses the City of Albuquerque, is bisected by the Rio Grande and bordered by the Sandia Mountains to the east. Twenty-four percent of the county's residents live below the poverty level, and minorities comprise 44 percent of the county's population. Due to a long history of industrial and commercial activity, the county is home to hundreds of vacant or abandoned sites with known or perceived contamination. These brownfields are located in a region of shallow groundwater connected to a deeper sole-source aquifer, which provides drinking water for Albuquerque and most of the county. Bernalillo County's original Pilot targeted two areas-the South Valley, which is adjacent to the Rio Grande, and the North Valley, which is adjacent to downtown Albuquerque and includes the city's historic transportation and commercial corridor. The original Pilot funded public meetings to solicit input for a brownfields inventory. In addition, a Phase I assessment was performed at the Nine Mile Hill Landfill. Phase II work at the site is ongoing. Pilot funds also were used to complete a Phase II assessment at the Serna Trucking Site. Phase I assessments of four sites will be performed, with at least two sites selected for further Phase II assessment.
