w, Brownfields 2009 Revolving Loan Fund Grant Fact Sheet Northern Rocky Mountain Resource Conservation & Development Area, Inc., MT EPA Brownfields Program EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Northern Rocky Mountain Resource Conservation & Development Area, Inc., was selected to receive a brownfields revolving loan fund grant. Revolving loan fund (RLF) coalition partners are the Snowy Mountain Development Corporation and Montana Business Assistance Connection. The area targeted by the RLF grant includes 11 counties in central Montana (combined population 184,654). This area contains hundreds of abandoned mines, underground storage tanks, and other potential brownfields. The counties are some of the most economically disadvantaged counties in the state. Six of the 11 counties have poverty levels exceeding the national average. All of the coalition's counties have median household incomes less than the national average. Brownfields are more likely to occur in the low-income areas of the communities, and include at least 22 methamphetamine-contaminated properties. Brownfields in several of the communities present threats to groundwater and surface water quality. Cleanups funded through the RLF grant are expected to promote sustainable reuse of land and create jobs within the coalition area. Revolving Loan Fund Grant $1,000,000 for hazardous substances $600,000 for petroleum EPA has selected the Northern Rocky Mountain Resource Conservation & Development Area, Inc., for a brownfields revolving loan fund grant. The grant will be used to capitalize a revolving loan fund from which the Northern Rocky Mountain Resource Conservation & Development Area, Inc., will provide loans and subgrants to support cleanup activities for sites contaminated with hazardous substances and petroleum. RLF activities will take place in the 11 counties represented by the Central Montana Brownfields Coalition. Grant funds will be used to market the loan fund and support community involvement activities.
