EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The Portland Development Commission was selected to
receive a brownfields cleanup grant. Portland has a
population of approximately 667,850, and an
unemployment rate of 8.8 percent. Several of its
neighborhoods have been designated as federal
Enterprise Communities. The target area, Parcel 1, is
part of Portland's 409-acre North Macadam Urban
Renewal Area (URA). The URA has a population of
less than 1,000 and has been hobbled by its industrial
past. Almost 29 percent of the area's residents are senior
citizens, 15 percent are disabled, and 19 percent are
low-income. The redevelopment planned for Parcel 1 is
expected to generate significant tax revenue to support
the URA's future investments in infrastructure, and help
leverage investment to create new jobs, open space, and
housing facilities.
Cleanup Grant
$200,000 for hazardous substances
EPA has selected the Portland Development
Commission for a brownfields cleanup grant. The
grant will be used to collect and dispose of
asbestos-contaminated building debris found on the
2.7-acre Parcel 1 of the River Place project in the
South Waterfront Redevelopment Area. The former
steam plant waterfront property is targeted for
redevelopment that will include 210 residential
condominiums, a destination restaurant, and parking
facilities.
