I JBt | Brownfields 2010 Assessment Grant Fact Sheet Cuyahoga County Land Reutilization Corporation, OH EPA Brownfields Program EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Cuyahoga County Land Reutilization Corporation (CCLRC) was selected to receive two brownfields assessment grants. Although Cuyahoga County (population 1,283,925) has experienced a population loss of nearly 128,000 residents since 1990, but remains one of the most populous counties in Ohio. The population loss and recent economic downturn have created numerous brownfield sites and foreclosed properties. The county has more than 350 known brownfield sites, the majority of which are in Cleveland and its inner-ring suburbs. These areas traditionally were the manufacturing and industrial centers of the county. Many were surrounded by residential neighborhoods that are distressed, low-income communities with predominantly minority residents. The declining local economy limits the ability of private entities to address and characterize brownfield sites. Brownfield assessments will allow the CCLRC to identify sites that pose potential health and safety risks to the community and encourage redevelopment. Assessment Grants $200,000 for hazardous substances $200,000 for petroleum EPA has selected the Cuyahoga County Land Reutilization Corporation for two brownfields assessment grants. Community-wide hazardous substances and petroleum grant funds will be used to conduct 12 to 15 Phase I and five to eight Phase II environmental site assessments, and support community outreach activities.
