EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The South Carolina Department of Health and
Environmental Control was selected to receive a
brownfields assessment grant. Jackson, which is near
the Savannah River Superfund site, has a population of
1,625 residents, of whom 12.4 percent live in poverty.
Because several businesses have relocated over the
years, the population continues to decline as many
residents leave to seek employment elsewhere.
Numerous vacant buildings and properties remain,
including the targeted site, which occupies one of the
most visible locations in town. This site will be
redeveloped into a roadside park and is expected to spur
redevelopment efforts by encouraging current
businesses to remain and attracting new businesses into
the town.
Assessment Grant
$25,000 for petroleum
EPA has selected the South Carolina Department of
Health and Environmental Control for a brownfields
assessment grant. Grant funds will be used in the
Town of Jackson to assess a former service station
site and conduct community outreach. The site has
five old underground storage tanks that do not meet
regulatory standards. Other tanks have yet to be
found.
