Introduction
This Fact Sheet is to notify the public of proposed environmental
activities at ECOFLO, Greensboro, North Carolina. ECOFLO is
seeking approval for the continued management of chemicals
called polychlorinated biphenyls (PCBs) at the facility. The
environmental activities identified in the draft proposed Toxic
Substance Control Act (TSCA) PCB Approval (renewal) document
include the commercial storage of PCB waste. The purpose of
the Approval is to ensure the facility operates in a manner that
protects human health and the environment and complies with
federal regulations.
The waste management activities at ECOFLO include
storage of these kinds of waste for commercial customers:
hazardous, industrial, universal, non-hazardous, and PCB
waste. ECOFLO consolidates, repackages, and sorts waste for shipment off-site for treatment, and/or
disposal.
This PCB Approval renewal action only covers environmental activities related to PCB waste, and no other hazardous
waste activities regulated under the Resource Conservation and Recovery Act (RCRA). Hazardous waste management is
regulated under a separate permit issued by North Carolina Department of Environmental Quality (NCDEQ). This fact
sheet provides an opportunity to learn more about the TSCA Approval process, as well as the upcoming public comment
period.
Upcoming Public Comment Period
The EPA is committed to fostering meaningful public involvement in environmental decision making. Interactive
communications enable the public and other stakeholders to provide input. The proposed draft TSCA PCB Approval
document is open for a 30-day public comment period from March 12, 2019 to April 12, 2019, The public may provide
written comments during the 30-day comment period. To learn step-by-step tips on writing effective public comments,
refer to this EPA website, https://go.usa.gov/xUyPS. Please submit your comments by letter or email, postmarked by
the deadline to EPA's Technical Project Manager (contact information on page 2). EPA will evaluate public input and
finalize its decision after responses have been prepared to all written comments received.
What is TSCA?
TSCA stands for the Toxic Substances Control
Act of 1976. The Toxic Substances Control Act
of regulations provide EPA with authority to
require reporting, record-keeping and testing
requirements, and restrictions relating to
chemical substances and/or mixtures, which
include PCBs.

Comments are being accepted on the draft TSCA PCB Approval, not
the supporting documents. The draft TSCA PCB Approval and
application are also available in hard copy format at the Greensboro
Public Library, Glenwood Branch, 1901 West Florida Street,
Greensboro, NC 27403.
Background
The draft TSCA Approval is scheduled to be issued for ten (10) years.
The EPA has the authority to suspend or revoke the PCB TSCA
Approval at any time when the EPA has reason to believe that the
continued operation of this facility presents an unreasonable risk to
human health or the environment. The EPA has determined that the
storage of PCB waste in accordance with the conditions established in
the proposed draft PCB Approval, along with all other State and local
permits associated with operations and all engineering controls, will
not pose an unreasonable risk of injury to health or the environment.
