WIFIA PROGRAM The Water Infrastructure Finance and Innovation Act (WIFIA) program accelerates investment in our nation's water infrastructure by providing long-term, low-cost supplemental loans for regionally and nationally significant projects. SAN JUAN WATER DISTRICT PROJECT NAME: Hinkle arid Kokila Reservoir Rehabilitation and Replacement LOCA ION: Granite Bay, CA INVITED WIFIA LOAN AMOUNT $12 million POPULATION SERVED BY THE PROJECT: 330,000 PROJECT TYPE: Drinking Water PROJECT DESCRIPTION: The Hinkle and Kokila Reservoir Rehabilitation and Replacement project involves the replacement and rehabilitation of two existing potable drinking water storage reservoirs. The project will include: (1) rehabilitation of the inlet and outlet structures for the Hinkle Reservoir, (2) replacement of approximately 11 acres of Hypalon liner and cover, and (3) replacement of the Hypalon lined and covered Kokila Reservoir with a pre-stressed concrete fixed-wall and roof type tank. The purpose of the project is to rehabilitate aging reservoirs in order to continue to provide reliable and safe drinking water to the service area. Selected borrowers must apply for a WIFIA loan, pass a final creditworthiness assessment, negotiate a mutually agreeable term sheet, and execute a credit agreement to receive WIFIA financing. An invitation to apply indicates that EPA believes the selected projects will be able to attain WIFIA loans.
