PROJECT DESCRIPTION
SFPUC will replace its existing, outdated solids treatment facilities with new biosolids digester
facilities. The new facilities are designed to produce higher-quality Class A biosolids, capture
and treat odors more effectively, and maximize biogas utilization and energy recovery. This
project will provide a new, efficient solids treatment system, ensure treatment reliability by
meeting current seismic standards and improving standard operations, and reduce the impact
on the adjacent community by providing advanced odor control.
PROJECT BENEFITS
•	Produces up to 24,000 dry tons of Class A biosolids annually by 2045.

operations.
•	Reduces operating costs by improving energy efficiency and recovery.
•	Mimimizes impact on neighborhood by significantly reducing noise and odor problems.
•	Reduces the air quality impacts of the plant.
•	Provides quality job-training opportunities during design, construction, and operations.
•	According to SFPUC, it saves up to $398 million from financing with a WIFIA loan compared
to a bond issuance.
