WASTEWATER IMPROVEMENT PROJECT

The project is set to benefit a
current population of
approximately 28,000 residents.
However, the project is designed to
meet projected demands based on a
population growth to
approximately 43,477 people by
2030.
The San Benito Water
Treatment plant is unique in that it
will use a solar-powered array to
provide approximately 10% of the
plant's electricity. The solar array
is estimated to reduce 45.6 tons/yr
C02,. 10 ton/yr S02, and .04 ton/yr
NOx. The $325,000 photovoltaic
system was funded by the
Environmental Protection Agency
Region 6 through a grant to the
Texas General Land Office's
Sustainable Energy Project, will
serve as a showcase for solar
energy potential for the Border
region. This project won the 2008
Texas Renewable Energy Project of
the Year award from the Texas
Renewable Energy Industries

The City of San Benito, Texas
in Cameron County received
approximately $17,910,225 from
the Border Environment
Infrastructure Fund (BEIF) to
upgrade its water and wastewater
facilities. Because of population
growth in the area, both the water
and wastewater facilities
experienced problems in meeting
the demands of the community.
The project originally certified by
the Border Environment
Cooperation Commission (BECC)
on September 25, 2002 was
completed in September 2009.
The project consisted of three
major constmction components:
•	A new 6 MGD Water
Treatment Plant (WTP) with the
potential to expand to 10 MGD;
•	A new one million gallon
elevated storage tank and a
water transmission line to
transport water from the new
water treatment plant to the
storage tank;
•	A new 2.5 MGD Wastewater
Treatment Plant (WWTP)
completed in February 2009 and
expanded to 3.5 MGD in
September 2009.

La ciudad de San Benito, Texas,
ubicada en el Condado de
Cameron, recibio aproximadamente
$17,910,225 dolares del Fondo de
Infraestructura Ambiental
Fronteriza (BEIF, por sus siglas en
ingles) para mejorar sus
instalaciones de agua y de
tratamiento de aguas residuales.
Debido al crecimiento de la
poblacion en el area, tanto las
instalaciones de agua como las de
aguas residuales tenian problemas
para cumplir con las demandas de
la comunidad. El proyecto fue
originalmente certificado por la
Comision de Cooperation
Ecologica Fronteriza (COCEF) el
25 de septiembre del 2002 y fue
concluido en septiembre del 2009.
El proyecto consto de tres
componentes principales de
construction:
•	Una nueva Planta de
Tratamiento de Aguas Residuales
de 6 mgd, con el potencial de
ampliarse a 10 mgd;
•	Un tanque de almacenamiento
elevado de un millon de galones y
una linea de transmision de agua
para transportar el agua de la nueva
planta de tratamiento de agua al
tanque de almacenamiento; y
•	Una nueva planta de
tratamiento de aguas residuales de
2.5 mgd, terminada en febrero del
2009 y ampliada a 3.5 mgd en
septiembre del 2009.
El proyecto beneficia a una
poblacion de aproximadamente
28,000 residentes; sin embargo, el
diseno del mismo contempla
cumplir con las demandas basadas
en un crecimiento poblacional de
aproximadamente 43,477 personas
para el ano 2030.
La planta de tratamiento de
aguas de San Benito es especial
puesto que usara una matriz que
usa energia solar para suministrar
aproximadamente 10% de la
electricidad de la planta. Se estima
que la matriz solar reducira 45.6
toneladas/ano de C02. .10
toneladas/ano de S02, y .04
toneladas/ano de NOx. El sistema
foto-voltaico de $325,000 dolares
fue financiado por la Agencia de
Protection Ambiental, Region 6, a
traves de una subvention al
Proyecto de Energia Sostenible de
la Oficina General de Tierras de
Texas, y servira como ejemplo para
demostrar el potencial que la
energia solar tiene en la region
fronteriza. Este proyecto gano el
premio Proyecto del Alio de
Energia Rerun able de Texas que
otorga la Asociacion de Industrias de Energia
Renovable de Texas.
