EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.
Community Description
The City of Nashua was selected to receive two
brownfields cleanup grants. With a population of 86,605,
Nashua is the second largest city in New Hampshire. The
city and surrounding areas have experienced a significant
increase in residents over 65 years of age, which has
generated a need for additional housing and community
sevices. The target population in the area surrounding the
disposal site is 5,609. Nearly 12 percent of residents in the
area are Hispanic, and an equal percentage of elderly
residents in this neighborhood live below the poverty
level. In the area immediately adjacent to the site, almost
43 percent of elderly persons are disabled. Nearby census
tracts have even higher percentages of elderly,
non-institutionalized disabled residents. Redevelopment
of these sites will help the city address the needs of its
aging, minority population, particularly those with
disabilities.
Cleanup Grant
$200,000 for hazardous substances
EPA has selected the City of Nashua for two
brownfields cleanup grants. Grant funds will be
used to conduct cleanup activities and provide
proper off-site disposal of asbestos-containing
materials at 70 and 84 Temple Street.
