EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
The City of Watertown was selected to receive a
brownfields cleanup grant. Located in upstate New York,
Watertown (population 26,705) is in Jefferson County
along the Black River. The city was once home to a
variety of industries and manufacturing facilities that
have since closed their doors. There are approximately
100 brownfields in the city, ranging from gas stations to
former manufacturing facilities. Currently, the area near
the target site is experiencing more economic hardship
than the rest of the city. The area has a higher
unemployment rate and lower median household income
than the city average. Cleanup of the target site will be the
first step toward redeveloping the property into a viable
residential property, which will provide needed housing.
Cleanup Grant
$200,000 for petroleum
EPA has selected the City of Watertown for a
brownfields cleanup grant. Petroleum grant funds
will be used to clean up the Ogilvie site at 148
North Pleasant Street. The site was formerly used
as a dairy processing plant and an evaporator
processing plant to condense whey. The site is
contaminated with petroleum from a spill from the
petroleum storage tanks in the eastern portion of
the site. Grant funds also will be used to remove
contaminated soil and treat contaminated
groundwater at the site.
