This memorandum recommends that regions
consider certain Post Construction
Completion (PCC) activities, including
Operations and Maintenance (O&M), Long
Term Response Actions (LTRA), and
Institutional Controls (ICs), when drafting a
Superfund State Contract (SSC). This
memorandum provides some additional
considerations regions should evaluate when
negotiating and drafting a SSC.

This checklist has been designed to help
regions capture data routinely collected
during O&M in order to assist the Remedial
Project Manager (RPM) in evaluating the
efficiency and effectiveness of the remedial
action. In addition, remedy performance
summarized using this checklist may also be
used for other purposes, such as
communicating remedy progress to the local
community, highlighting potential issues
before they become problems, and assisting
the RPM in completing the five-year review
evaluation more efficiently.

EPA added six new sited to the General
Superfund Section of the National Priorities
List (NPL). The effective date of this
rulemaking is October 3, 2008.
"National Oil and Hazardous
Substances Pollution Contingency
Plan; National Priorities List"
September 15, 2008 (73 FR 53143)
EPA announced the deletion of the Berks
Landfill Superfund Site from the NPL. The
effective date of this rulemaking is
November 14, 2008, unless EPA receives
adverse comments by October 15, 2008.
