EPA added eight new sites to the General
Superfund Section of the National Priorities
List (NPL) and one to the Federal Facilities
Section of the NPL. The effective date of
this rulemaking is May 11, 2009.
TRI
"Toxics Release Inventory Form A
Eligibility Revisions Implementing
the 2009 Omnibus Appropriations
Act"
April 27, 2009 (74 FR 19001)
EPA amended the eligibility criteria for
submitting a Form A Certification Statement
in lieu of the more detailed Form R
submitted by facilities subject to Toxic
Release Inventory (TRI) reporting. The
effective date of this rulemaking is April 27,
2009.
OIL POLLUTION PREVENTION
"Oil Pollution Prevention; Non-
Transportation Related Onshore
Facilities; Spill Prevention, Control,
and Countermeasure Rule—Final
Amendments"
April 1, 2009 (74 FR 14736)
EPA announced the delay of the effective
date of the December 5, 2008, final rule that
amended the Spill Prevention, Control, and
Countermeasure (SPCC) regulations (74 FR
74236). The effective date of this
rulemaking is April 1, 2009. The effective
date of the December 5, 2008, final rule is
delayed to January 14, 2010. Comments
must be received by May 1, 2009.

EPA announced its intent to delete the
Montclair/West Orange and Glen Ridge
Radium Superfund Sites from the NPL.
Comments must be received by May 29,
2009.

Reinvestment Act of 2009 (Recovery
Act) Supplemental Funding for
Brownfields Revolving Loan Fund
(RLF) Grantees"
April 10, 2009 (74 FR 16386)
EPA announced that approximately $40
million in Recovery Act funding will be
made available to supplement RLF
capitalization grants previously awarded
competitively under CERCLA §104(k)(3).
Requests for funding must be submitted to
EPA regional contacts by May 1, 2009. The
effective date of this rulemaking is April 10,
2009.

Act) Addendum to Supplemental
Funding for Brownfields Revolving
Loan Fund (RLF) Grantees"
April 30, 2009 (74 FR 19954)
EPA announced that supplemental funding
for brownfields RLF grantees provided
under the April 10, 2009 (74 FR 16386)
notice will be subject to the Buy American
provisions for activities defined as
infrastructure by the Agency. The effective
date of this rulemaking is April 30, 2009.

"Method and Format for Submitting
Risk Management Plans (RMPs)
Under Section 112(r) of the Clean Air
Act"
April 15, 2009 (74 FR 17483)
EPA announced that a new RMP
submission method, called RMP*eSubmit,
should be used by facilities submitting their
RMPs electronically beginning March 13,
2009.
