This fact sheet explains that on June 11,
2009, EPA amended the dates by which
facilities and farms must prepare or amend
Spill Prevention, Control, and
Countermeasure (SPCC) Plans, and
implement those Plans by November 10,
2010 in accordance with the revisions to the
SPCC rule promulgated since 2002.
This fact sheet explains how EPA
established the Brownfields Job Training
Program to help ensure that the residents of
those communities most affected by
brownfields would share in the benefits of
their cleanup and reuse. The program
provides funding and technical assistance
for cleanup and training to those residents
seeking new skills and greater earning
potential.

EPA announced the deletion of the
Callaway & Son Drum Services Superfund
Site from the National Priorities List (NPL).
The effective date of this rulemaking is
August 4, 2009, unless EPA receives
adverse comments by July 6, 2009.
"Inclusion of CERCLA Section 128(a)
State Response Programs and
Tribal Response Programs"

EPA amended the regulations to include
state response program and tribal response
program grants authorized under CERCLA
§ 128(a) in the list of grants eligible for
inclusion in a Performance Partnership
Grant (PPG). State response program grants
and tribal response program grants are
awarded to states and tribes to establish or
enhance the response program of the state or
tribe; capitalize a revolving loan fund for
brownfields remediation under CERCLA
§104(k)(3); or purchase insurance or
develop a risk sharing pool, an indemnity
pool, or insurance mechanism to provide
financing for response actions under a state
or tribal response program. The effective
date of this rulemaking is June 16, 2009.
OIL POLLUTION PREVENTION

Transportation Related Onshore and
Offshore Facilities"

EPA extended the compliance date by
which facilities must prepare or amend their
Spill Prevention, Control, and
Countermeasure (SPCC) Plans, and
implement those Plans to November 10,
2010. Although EPA proposed to establish
different compliance dates for qualified
farms and production facilities (73 FR
72016; November 26, 2008), this final rule
established the same compliance date for all
regulated facilities in order to avoid
potential confusion by an owner or operator
when determining the date at that particular
facility. The effective date of this
rulemaking is June 19, 2009.
