This guide updates the 2005 edition to aid in
the cleanup and redevelopment of
brownfields. Each federal agency or
organization is summarized with respect to
its mission and connection to brownfields.
Each summary includes a list of programs -
organized according to whether they can
provide technical or financial assistance -
relevant to brownfield sites. Where
applicable, a description of eligibility
requirements, availability, uses, and
applications, as well as any restrictions on
use or eligibility is included. Snapshots of
brownfield projects that have successfully
leveraged funding from these programs are
included to illustrate how federal programs
have stimulated brownfields cleanup and
redevelopment around the country.
Guidance on using additional funding
sources, such as federal tax incentives, is
also included.

The Canada-United States Joint Inland
Pollution Contingency Plan (the "Inland
Plan") sets forth cooperative measures for
dealing with a release of a pollutant along
the inland boundary of a magnitude that
causes, or may cause, damage to the
environment or constitutes a threat to public
safety, security, health, welfare, or property.
The Inland Plan may also facilitate the
provision of assistance in the event that only
one country is affected but the polluting
incident is of sufficient magnitude to justify
a request for assistance from the other
country. This version supersedes the 1994
Canada-United States Joint Inland Pollution
Contingency Plan and complements the
Canada-United States Joint Marine Pollution
Contingency Plan.

List (NPL). The effective date of this
rulemaking is December 4, 2009.
"National Oil and Hazardous
Substance Pollution Contingency
Plan; National Priorities List: Partial
Deletion of the California Gulch
Superfund Site"
November 13, 2009 (74 FR 58554)
EPA announced the partial deletion of the
California Gulch Superfund Site from the
NPL. The effective date of this rulemaking
is January 12, 2010, unless EPA receives
adverse comments by December 14, 2009.
OIL POLLUTION PREVENTION
"Oil Pollution Prevention; Spill
Prevention, Control, and
Countermeasure (SPCC) Rule—
Amendments"
November 13, 2009 (74 FR 58784)
EPA promulgated revisions to the SPCC
Rule, which supplements the December 5,
2008 final rule (73 FR 74236). This final
rule either took no action or provided minor
technical corrections on the majority of the
December 2008 provisions. The rule also
removed the December 2008 provisions to:
exclude farms and oil production facilities
from the loading/unloading rack
requirements; exempt produced water
containers at an oil production facility; and
provide alternative qualified facilities
eligibility criteria for an oil production
facility. The effective date of both the
December 5, 2008 amendments and the
November 13, 2009 revisions to those
amendments is January 14, 2010.

funding, and terms and reporting under these
grants. The effective date of this action is
December 1, 2009.
