Underground Injection Control Program; Hazardous Waste Injection
Restrictions; Petition for Exemption Reissuance—Class I Hazardous Waste
Injection; TiM Deer Park Services (TMDPS) Limited Partnership
Deer Park, Texas
Notice is hereby given that a reissuance of
an exemption to the Land Disposal
Restrictions, under the 1984 Hazardous and
Solid Waste Amendments to the Resource
Conservation and Recovery Act, has been
granted to TMDPS for two Class I
hazardous waste injection wells located at
their Deer Park, Texas facility. The
company has adequately demonstrated, to
the satisfaction of EPA by the petition
reissuance application and supporting
documentation that, to a reasonable degree
of certainty, there will be no migration of
hazardous constituents trom the injection zone for as long as the waste remains hazardous. This final
decision allows the underground injection by TMDPS of the specific restricted hazardous waste identified in
this exemption reissuance, into Class I hazardous waste injection wells WDW-169 and WDW-249 until
December 31, 2030, unless the EPA moves to terminate this exemption or other petition condition
limitations are reached. Additional conditions included in this final decision may be reviewed by contacting
the EPA Region 6 Ground Water/UIC Section. A public notice was issued October 11, 2017, and the public
comment period closed on November 27, 2017, and no comments were received. This decision constitutes
final Agency action and there is no Administrative appeal. This decision may be reviewed/appealed in

Oklahoma DEQ Partners for a Pilot Project
Prescription drug abuse is Oklahoma's fastest growing drug problem. With unintentional deaths increasing,
Oklahoma DEQ sought to combat this growing concern by tackling the issue of disposal. With the DEA
allowing for collection of pharmaceuticals inside of pharmacies, it was an opportunity to support small business
while partnering with experienced organizations. Together with the Product Stewardship Institute, DEQ
sponsored five small business pharmacies across the state to host a take-back receptacle inside their pharmacies
over a six-month period. The pilot was so successful that collection surpassed the 2001b. goal and all pharmacies
continued with pharmaceutical collection after completion. In addition, one pharmacy that is part of Indian
Health Services (IHS) enlisted nine of the other IHS pharmacies to join in take-back efforts with them. DEQ's
Office of External Affairs continues pharmaceutical education and outreach activities. For further information,

DEQ Pollution Prevention and Small Business Assistance Program
(P2SBAP)
Conversations with several municipal officials in 2016 revealed that communities were experiencing problems
managing fats, oils, and grease in the wastewater system. Besides residents, the most probable commercial
culprits were small businesses (restaurants, convenience stores, nursing homes, etc.) In cooperation with state
pretreatment coordinators P2SBAP hosted three workshops (in Lawton, Shawnee, and Oklahoma City) in 2017.
The pretreatment coordinators presented different approaches to municipal FOG management and provided
samples of approved ordinances. DEQ Pollution Prevention and Small Business Assistance Program (P2SBAP)
provided information on FOG best management practices. Attendees represented municipal government, local
businesses, and equipment vendors. P2SBAP also provided information to be used for residential education.
P2SBAP plan to continue this effort in FY 2018. With these workshops, they can help municipalities to
proactively address FOG in wastewater before enforcement action is required. For further information, please

EPA Responses to Certain State
Designation Recommendations
for the 2015 Ozone National
Ambient Air Quality Standards:
Notice of Availability and Public
Comment Period
Notice is hereby given that the Environmental
Protection Agency (EPA) has posted on our
public electronic docket and internet website,
responses to certain state and tribal area
designation recommendations for the 2015
Ozone National Ambient Air Quality
Standards. These responses include our
intended designations for the affected areas.
The EPA invites the public to review and
provide input on our intended designations
during the comment period specified in the date
section. The EPA sent its responses directly to
the states and tribes on or about December 20,
2017. The EPA intends to make final
designation determinations for the areas of the
country addressed by these responses no earlier
than 120 days from the date EPA notified states
and tribes of the agency's intended
designations.

Approval of Iowa's Air Quality
Implementation Plan; Muscatine
Sulfur Dioxide Nonattainment Area;
Availability of Supplemental
Information and Reopening of the
Comment Period
On August 24, 2017, EPA published a notice of
proposed rulemaking to approve the Iowa State
Implementation plan revision for attaining the 1-
hour sulfur dioxide primary National Ambient Air
Quality Standard for the Muscatine nonattainment
area (herein called a "nonattainment plan"), in
the Federal Register. EPA received several
comments; including one which suggested that
insufficient information was provided in the
docket to allow the reviewer the ability to fully
evaluate the nonattainment plan and EPA's
proposed action, to approve it and another
comment that insufficient emissions inventory
information for the 2018 attainment year was
provided for the action. As a result, we are:
providing additional information in the docket and
clarifying that all information, including files that
are too large to be provided in the docket, are
available upon request; providing an updated
2018 projected emissions inventory; and
reopening the public comment period to afford
stakeholders an opportunity to comment on these
specific additions of information only. EPA has
updated Document A, "Index of Docket
Documents" in the docket to this rulemaking.
EPA will address all comments received on the
original proposal and on the supplemental action
in our final action.

ACTION: Withdrawal of direct final rule
SUMMARY: Due to the receipt of an adverse
comment, the Environmental Protection Agency
(EPA) is withdrawing the November 14, 2017 direct
final rule approving a State Implementation Plan
(SIP) revision submitted by the State of Rhode
Island. Rhode Island's SIP revision updates the
enhanced motor vehicle inspection and maintenance
(E M) program in Rhode Island. This action is being
taken in accordance with the Clean Air Act. The
direct final rule was published on November 14,
2017 (82 FR 52655), and is withdrawn effective
January 9, 2018.

ACTION: Final rule
SUMMARY: This final rule establishes the initial
air quality designations for certain areas in the
United States for the 2010 sulfur dioxide (S02)
primary National Ambient Air Quality Standard
(NAAQS). The Environmental Protection Agency
(EPA) is designating the areas as either
Nonattainment, Attainment/Unclassifiable, or
Unclassifiable. The designations are based on
application of the EPA's nationwide analytical
approach and technical analysis, including
evaluation of monitoring data and air quality
modeling, to determine the appropriate designation
based on the weight of evidence for each area. The
Clean Air Act (C AA or Act) directs areas designated
Nonattainment by this rule to undertake certain
planning and pollution control activities to attain the
S02 NAAQS as expeditiously as practicable. This is
the third of four expected sets of actions to designate
areas of the U.S. for the 2010 S02 NAAQS.
