EPA Brownfields Program
EPA's Brownfields Program empowers states, communities,
and other stakeholders to work together to prevent, assess,
safely clean up, and sustainably reuse brownfields. A
brownfield site is real property, the expansion, redevelopment,
or reuse of which may be complicated by the presence or
potential presence of a hazardous substance, pollutant, or
contaminant. In 2002, the Small Business Liability Relief and
Brownfields Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive grant
programs: assessment grants, revolving loan fund grants,
cleanup grants, and job training grants. Additionally, funding
support is provided to state and tribal response programs
through a separate mechanism.
Assessment Grants
$200,000for hazardous substances
$100,000for petroleum
EPA has selected the Genesee County Land Bank Authority for two
brownfields assessment grants. Community-wide hazardous substances
grant funds will be used to conduct approximately 15 Phase I and six
Phase II environmental site assessments, and prepare two cleanup plans.
Community-wide petroleum grant funds will be used to conduct
approximately six Phase I and three Phase II environmental site
assessments, and prepare one cleanup plan. Grant funds of both types
also will be used to update the current brownfields inventory and support
community outreach activities.
Cleanup Grants
$200,000for hazardous substances
$52,000for petroleum
EPA has selected the Genesee County Land Bank Authority for two
brownfields cleanup grants. Hazardous substances grant funds will be
used to clean up the former Family Independence Agency Building at
2320 West Pierson Road in Flint. The cleanup site has been used by
commercial tenants and was last operated by the Department of Human
Services. It is contaminated with inorganic contaminants and other
hazardous substances. Petroleum grant funds will be used to clean up the
former Ross Oil site at 2360 West Pierson Road in Flint. The cleanup
site was formerly a car wash and oil change center, and has been vacant
since 2009. It is contaminated with petroleum, metals, and inorganic
contaminants. Grant funds for both sites also will be used to conduct
community outreach activities.
