Pennzoil-Quaker State Company - Rouseville Plants 1 and 2 (Shell Lubricants Co.) Rouseville, Pennsylvania The Road to Reuse ~~~ This 136-acre facility, consisting of physically separated portions, is located in Rouseville, Pennsylvania. Plants 1 and 2 are both located along the aptly named Oil Creek. Plant 1 received and stored crude oil, which was refined into motor oils, lubricants, and fuels. These refined products were then transported via a pipeline from Plant 1 to Plant 2, where the finished products were stored. The storage method for both plants was tanks. Approximate total acres and current use Approximate Acres in Reuse: 5 Current Use: Sandblasting company, specialty steel manufacturing Du ring the operation of these plants multiple releases of petroleum products occurred from both plants, resulting in the contamination of groundwater, soil, and the nearby stream. The main contaminants are petroleum hydrocarbons. The clean up at Plant 1 included institutional controls, including deed and use restrictions, as well as groundwater monitoring and soil excavation. In 1991, a petroleum hydrocarbon recovery system was installed at Plants 1 and 2. This system is currently in operation. There has also been a decrease in releases to the environment of petroleum hydrocarbons due to Pennzoil's repairing of leaking equipment and active removal of free-standing petroleum products. Plant 1 was sold to Calumet Lubricants Co., L.P. in 2000, though Pennzoil has retained the environmental liability. Calumet decommissioned Plant 1. In 2007, a portion of this plant was sold to a sandblasting company. A specialty steel company has expressed interest in another 5-acre parcel of Plant 1. This plant has institutional controls. Ownership of Plant 2 was transferred to Shell Lubricants Co. in 2002, when Shell Oil Company acquired Pennzoil Quaker State. Plant 2 has been decommissioned and does not have any institutional controls at this time.
