EPA Proposes to OK Permit For Cement Plant Lafarge North America Paulding, Ohio August 2010 U.S. Environmental Protection Agency Region 5 is proposing to issue a hazardous waste management permit to Lafarge North America but will review public comments before making a final decision. The permit would set air emission standards for equipment leaks at the company's cement factory in Paulding.1 EPA is acting on the hazardous waste permit application under its responsibilities set out in the federal Resource Conservation and Recovery Act (RCRA). Background The Lafarge facility currently operates two rotary cement kilns to produce Portland cement. Raw materials are fed to the upper end of the kiln and are heated and converted to cement clinker via direct contact with combustion gases. The combustion byproducts are routed to units called ""baghouses" for air pollution control before being exhausted to the atmosphere through a common stack. In addition to conventional fuels, hazardous waste is supplied to both kilns by a storage facility. In addition to the kilns, the plant contains raw material storage and handling equipment as well as product storage and shipping facilities. State permit In late 2007 Ohio Environmental Protection Agency issued the state- portion of the RCRA permit. That portion contains rules for burning of hazardous waste in cement kilns and corrective action requirements. The Ohio permit expires on Oct. 2, 2017, and the federal permit would be set to expire at the same time. Tentative decision EPA has concluded the company has fulfilled all requirements and proposes to issue a RCRA permit to Lafarge for the hazardous waste activities discussed above. After the close of the public comment period, EPA will review all comments received and decide whether to issue the permit. The final decision will include notification to those who submitted written comments during the official comment period. EPA will also prepare and send to all responders a document answering significant comments. Within 30 days of a final decision, any person who submitted written comments or made a statement at the hearing if one is held may petition EPA's Environmental Appeals Board to review the decision. The Agency will hold a public meeting if enough people request such a gathering (see le ft-hand box for ways you can participate in the decision- making process.). EPA may modify the proposed permit or take other action based on new information or public comments so your opinion is important. 1 EPA is proposing to issue the Lafarge permit under the authority' of the federal Resource Conservation and Recovery Act (RCR4) as amended by the Hazardous and Solid Waste Amendments of1984 and subject to public notice and comment under the provisions of 40 Code of Federal Regulations (CFR) Section 124.10. See http://www, eva. zov/lawsress/index.html to read RCR4 and 40 CFR. ------- EPA Tentatively Approves Lafarge Permit Paulding, Ohio Comment Period: Until September 30, 2010 (details front page) Review the documents The administrative record consists of the permit application and other relevant materials that EPA used to make a decision in this case.
