The Road to Reuse

This 3,620 acre steel
manufacturing facility, where the
first furnace was built in 1887,
is located in Sparrows Point,
Maryland . The first owner/
operator of this facility was
Maryland Steel, which began
production in 1889. In 1916,
Bethlehem Steel Corp. (BSC)
bought and expanded the facility.
At the peak of its production,
this facility was operating 12
coke-oven batteries, 10 blast
furnaces, and four open-hearth
furnaces. Since then, operations
have been slowly decreasing.
In December 1991, the coke
ovens ceased operations. The
coke batteries have been or are
in the process of being torn
down. There is also a shipyard
contiguous to this property.
More than a century of
manufacturing use of this
property has led to a broad
range of contaminants being
present. These contaminants
include arsenic, cadmium,

Current Use: Steel
manufacturing, port facility
copper, lead, sulfuric acid,
and hydrogen sulfide, just to
name a few. The contaminants
are typical for sites associated
with steel manufacturing
processes. RCRA Corrective
Action activities began in 1997,
after a Consent Decree was
issued to BSC. The Consent
Decree requires the continuing
operation of the ongoing
remediation system.
In 2002, a pump-and-treat
system for two recovery
wells was installed. Also,
a groundwater monitoring
network was upgraded .
Installation of the treatment
system was completed in
2001, and by 2007 a total of
355 pounds of cadmium and
16,601 pounds of zinc had been
removed from the groundwater.
In 2003, the International Steel
Group (ISG) became the owner
of the property. In 2007, the
Maryland Port Administration
expressed interest in purchasing
a portion of the property to
use as a port facility. However,
that year ISG was compelled
to sell the property by the
U.S. Department of Justice
to alleviate antitrust concerns.
Severstal became the new
owner of the facility on May
7,2008. The current onsite
facilities in operation are for iron
production, steel production,
and milling. The property also
has a waste water treatment
system, two solid waste landfills,
and air pollution controls for the
manufacturing processes.
