U.S. Environmental Protection Agency Region 3 Havertown PCP Superfund Site Havertown Township, Delaware County, Pennsylvania August 2007 EPA Recommends Proposed Remedy The U.S. Environmental Protection Agency (EPA) continues to clean up contamination at the Havertown PCP Superfund Site (the "Site"), which is located in Havertown Township, Delaware County, Pennsylvania. EPA has developed a Proposed Remedial Action Plan (Proposed Plan) for the third and final Operable Unit (OU) for the Site. OU3 has been divided into two separate units, OU3A and OU3B. OU3A addresses the deep groundwater in the source area and OU3B addresses the contaminated soil and groundwater in the Recreational and Open Space (ROS) area, which is located behind Rittenhouse Circle and adjacent to Washington Avenue in Havertown. The Proposed Plan identifies EPA's preferred alternative for cleaning up the contamination of OU3, and explains the rationale for this preference. In addition, the Proposed Plan includes summaries of other cleanup alternatives evaluated for use at the Site. Bldg.) 2325 Darby Road Havertown, PA 19083 ------- Proposed Plan Overview EPA's preferred cleanup remedy for OU3A - deep groundwater in the source area - is Alternative 3A. This cleanup alternative (remedy) includes: > Groundwater containment: • Installing an additional recovery well to enhance performance of the current groundwater remediation system; • Upgrading/retrofitting the existing groundwater remediation plant to increase its treatment capacity. > In-situ chemical enhanced flushing: • Injecting an aqueous solution into a zone with contaminated soil and groundwater; • Extracting groundwater and injected fluids downgradient of the injection point; • Treating the extracted water above-ground; • Discharging or re-injecting the treated water. EPA's preferred cleanup remedy for OU3B - the ROS area - is Alternative 4B. This cleanup remedy includes: > Excavating an area about 50 ft. by 50 ft. in the ROS area, and a narrow zone along the abandoned sewer line (about 200 ft. long by 20 ft. wide); > Removing the portion of the abandoned sewer that is not sealed with grout; > Backfilling the excavated area with clean soil and re-vegetating it; > Installing three extraction wells, which will extract contaminated groundwater and transport it to the current groundwater remediation facility; > Establishing institutional controls to ensure that the engineered remedy will not be compromised. The final remedy for cleaning up OU3 at the Site will be selected after the 30-day Public Comment Period. The public is encouraged to review and comment on all of the alternatives presented in the Proposed Plan. EPA will hold a Public Meeting to explain the Proposed Plan and the preferred remedy. Oral and written comments will be accepted at the meeting. The Site covers approximately 12 to 15 acres with no distinct boundaries. It is roughly bordered by Lawrence Road and Rittenhouse Circle to the south, the former Penn Central Railroad tracks to the north, the fence line of the Continental Motors property to the west, and Naylors Run to the east. The Site was occupied by National Wood Preservers (NWP) in 1947. Treatment of wood products was the main practice. During the period from 1947 to 1963, NWP allegedly disposed of waste materials, such as diesel-type oil and pentacholorophenol (PCP) in a well. The exact location of the well has not been identified. The Proposed Plan discussed above is for the final OU for the Site. The Site was divided into three OUs. 0U1 included the installation of an oil-water separator as an interim remedy. The separator was installed in 1991 to reduce the oil in the storm sewer discharging to Naylors Run. Removal and disposal of the on-site containerized wastes at the NWP Site was also performed. 0U2 included the implementation of an on-site pump and treat system, together with a groundwater collection trench and recovery wells. This was an interim remedy to address the shallow groundwater aquifer in the source area of the Site. In addition, during the 1992 investigation, soil at the NWP facility was found to be contaminated with arsenic and dioxins. Accordingly, EPA implemented a "Removal Action" in 1998.
