Introduction
U.S. Environmental Protection Agency (EPA) Region 5 has developed this Stakeholder Information Plan to
convey the Agency's planned outreach regarding environmental cleanup efforts at the former Amphenol
Corp./Franklin Power Products site located at 980 Hurricane Road in Franklin, Johnson County, Ind.
Discussions with the public have indicated a desire for more frequent and open communication regarding
our ongoing sampling and cleanup efforts at both the facility and adjacent neighborhood. EPA will be
soliciting input from the community and adjusting this plan as needed.
EPA values the concerns of community members and stakeholders living near or otherwise interested in
the Amphenol site and wants to ensure they are kept informed about developments in the work
completed there.
EPA will continue to consult with local, state, and other federal agencies to remediate the Amphenol site.
Agency goals for engaging with the community regarding the site are as follows:
•	Assist the public in understanding EPA's Resource Conservation and Recovery Act (RCRA)
Corrective Action program during the investigation and cleanup.
•	Give the public timely and understandable information as the project moves forward.
•	Ensure that residents are given adequate opportunities to provide EPA with informed and
meaningful input.
•	Take into consideration community questions and concerns throughout the entire process.

EPA-Led Community Engagement Efforts to Date
Our initial investigation and cleanup efforts at the Amphenol site occurred under two separate
Administrative Consent Orders issued under the Agency's RCRA Corrective Action program in the 1990s.
The most recent sampling and cleanup began in July 2018. Relevant historical information, prior to 2018,
can be found on our website (https://www.epa.gov/in/amphenolfranklin-power-products-franklin-ind).
We have been providing information to the community about the latest response actions at the

Community Engagement Path Forward
Moving forward, EPA wants to ensure community members know how to communicate with us regarding
site sampling and cleanup. EPA will continue to hold public meetings, publish information online, and use
other methods of outreach to provide necessary information to community members. Engagement
methods that EPA plans to utilize are listed below:
Public Meetings
While EPA is overseeing Amphenol's Corrective Action work, we plan to hold public meetings to
inform the community about the status of the investigation, to provide the community with
materials, and to engage in dialogue about these topics.
Fact Sheets
While also posted on the website, fact sheets will be shared with the community to notify them
about upcoming sampling and to communicate EPA's latest data and information.
Door Hangers
This hands-on approach will notify residents that their neighborhood will undergo sampling or
that cleanup efforts might impact areas around their property.
Direct Mailing
This method will be used to communicate testing results to individual residents and to respond
to inquiries from community groups.
Mayor's Conference Call
EPA will continue to host a weekly conference call with the Franklin mayor to provide updates
on the site. The city can share information from these phone calls via several avenues such as
the city website, social media, or direct messaging.
Stakeholder Group Conference Call
EPA will work with a neutral facilitator to convene a monthly conference call with residents and
non-profits across the community, providing updates and information on site investigation and
cleanup.
Email Listserv
EPA has established an email listserv to communicate with community members as needed. To
join, send an email to amphenolsite-subscribeffilists.epa.gov.
Website
EPA's website will be regularly updated with new information, workplans, maps, and results
(without personally identifiable information) and is generally a good resource for those
members of the community seeking detailed technical data.
Press Outreach
EPA will continue to work with the news media by responding to press inquiries.
