Hie Tribal Nonpoint Source Pollution Control Program helps federally-recognized Indian tribes develop and
implement polluted runoff control programs and watershed-based plans that address critical water quality
concerns and achieve positive environmental results.
Funding Availability
Approximately $8 million is anticipated to be allocated for Clean Water Act §319 tribal programs nationwide.
This will allow awards of $30,000 (for tribes with land area less than 1,000 sq. miles) or $50,000 (for tribes with
land area more than 1,000 sq. miles) in base funding to eligible tribes. Hie remaining funds will be awarded to
eligible tribes through a national competition to support the implementation of priority "on-the-ground" water-
shed projects that will lead to water quality improvements (up to $100,000 per project).
Examples of Eligible Activities
•	Implementing the tribes approved Nonpoint Source
(NPS) management program
•	Implementing best management practices (BMPs) that
will reduce or eliminate NPS pollution in receiving water
bodies, resulting in water quality benefits
•	Implementing "on-the-ground" watershed projects
(stream restoration, revegetation, buffer strips, installing
gabions, tree planting, removal of invasive/non-native
species, or others)
•	Developing and implementing a watershed-based plan
•	Conducting NPS education programs
•	Hiring qualified staff
•	Training and travel

CWA §319 Grant Program Eligibility Requirements
Tribes must have an approved NPS Assessment Report and Management Plan and have met the following
Financial Assistance Eligibility (FAE) requirements by October 11, 2019:
1.	Federal recognition
2.	Substantial governmental duties and powers
3.	Legal authority and jurisdiction over tribal lands or reservation
4.	Capability to carry out functions to be exercised in a manner consistent with the terms and purposes of
the Clean Water Act and all applicable regulations

The Hualapai tribe installed a brush barrier to reduce the
effects of erosion after rain events. Brush barriers are a
temporary sediment barrier constructed at the perimeter of
a disturbed area to trap and retain sediment. These types of
management measures will control or direct the flow of water
and prevent erosion.

COMPETITIVE FUNDING:
Eligible applicants submit proposal and required supplemental documents
through www.grants.gov.
