The Executive Order 1 3693: Planning for Federal Sustainability in the
Next Decade, released March 1 9, 201 5, declared that 30 percent of
electricity consumed by the federal government is to come from
renewable energy sources by 2025. in fiscal year 201 5, federal renewable
electricity consumption was 8.3 percent, or 4.6 billion kilowatt-hours, of
its total electricity consumption.
Federal agencies can achieve this 30 percent renewable energy target by:
•	installing agency-funded renewable energy on site at federal facilities and retain
corresponding renewable energy certificates (RECs) or obtain equal value replacement
RECs.
•	Contracting for the purchase of energy that includes the installation of renewable energy
on site at a federal facility or off site from a federal facility and the retention of
corresponding RECs or obtaining equal value replacement RECs for the term of the
contract.
•	Purchasing electricity and corresponding RECs or obtain equal value replacement RECs.
•	Purchasing RECs.
