Revisions to Testing Regulations for Air Emission Sources
ACTION
•	On November 5, 2018, the U.S. Environmental Protection Agency issued a final rule that
made corrections and updates to emissions measurement methods that are in various
stationary source regulations.
•	The revisions consist of corrections of typographical errors and technical errors in
equations and diagrams, updates to procedures, and the addition of alternative methods
that the Agency has deemed acceptable to use. The final revisions apply to industries that
are already subject to various provisions.
•	A few of the revisions are listed below.
o In Method 22, digital photography is allowed for a subset of the recordkeeping
requirements.
o As an alternative to glass storage containers, high-density polyethylene storage
containers are allowed in Method 26A.
o Erroneous equations are corrected in Methods 303, 320, and 323.
•	The revisions will improve the quality of data and give source testers the flexibility to use
newly approved alternative procedures. Many of the proposed revisions were brought to
EPA's attention by testers and environmental consultants. The EPA takes this routine
step every few years to improve consistency in measurement methods and data quality.
BACKGROUND
• On January 26, 2018, the EPA published a proposed rule and received 23 relevant
comment letters from the public. After considering the comments, EPA made changes to
the proposed rule as appropriate to develop this final rule.
