American Recovery and
Reinvestment Act: Reducing
Diesel Emissions at the Port
of Long Beach, California
Under the American Recovery and Reinvestment Act of
2009 (ARRA) funding for the National Clean Diesel Grant
Program, the U.S. EPA provided the Port of Long Beach
with $4,008,250 in funding to reduce harmful diesel
emissions.
What is the Purpose of this Project?
The EPA has selected the Port of Long Beach for $4,008,250 in
funding to implement a large-scale diesel emission reduction project
involving equipment replacements, engine repowers, and/or retrofit
technologies for 112 pieces of cargo handling equipment including
rubber-tired gantry cranes, and two harbor crafts currently in
operation at the port. The project will reduce particulate matter (PM),
nitrogen oxides (NOx), sulfur oxides (SOx), hydrocarbon (HC),
carbon monoxide (CO) and carbon dioxide (CO2) emissions.
Where will this Project be Located?
This project will take place at the Port of Long Beach, which is
located in the South Coast Air Basin. Particulate matter and ozone
levels in the South Coast Air Basin have consistently been the
highest in the country. This project will reduce particulate matter
emissions, thereby reducing health risks for residents living near the
Port.
How does this project relate to the Recovery
Act Funding Priorities?
-» Create Jobs This project will preserve and/or create jobs in the
manufacturing sector which has been heavily impacted by the
current economic conditions.
-» Economic Efficiency Retrofitting, replacing and repowering
equipment currently in operation at the Port of Long Beach will
provide long-term economic and environmental benefits by
reducing emissions from port equipment.
-» Environmental Benefits The project will provide long-term
environmental health benefits to the local community and the
South Coast Air Basin by reducing potentially cancer-causing
emissions from port equipment.
