This document provides a preliminary public summary of available information collected by EPA's
Office of Pollution Prevention and Toxics (OPPT) in the Office of Chemical Safety and Pollution
Prevention (OCSPP) on the manufacturing (including importing), processing, distribution in commerce,
use, and disposal of this chemical. This is based on existing data available to EPA, including information
collected under the Chemical Data Reporting rule, Toxics Release Inventory, information from other
Agency databases, other U.S. Government agencies, publicly available information from states, and a
review of published literature. In addition, the document includes information reported to EPA by
producers and users of the chemical in the United States and in other countries.
This preliminary use information and any additional use information received in the docket by March
15, 2017 will inform efforts to develop the scope of the chemical risk evaluation required under section
6(b)(4) of the Toxic Substances Control Act, and will inform any risk management efforts following risk
evaluation.

1. Manufacturing (Including Importing)
For the 2016 Chemical Data Reporting (CDR) period, non-confidential data reported indicate there are
13 manufacturers (including importers) of trichloroethylene (TCE) in the United States1,2. The total
volume (in lbs.) of TCE manufactured (including imported) in the United States in 2012 was
220,536,812; in 2013: 198,987,532; in 2014: 191,996,578; in 2015: 171,929,400.
For the 2015 Toxics Release Inventory (TRI), for all reported uses, 20 facilities reported releases of
TCE3. Of those sites, 17 reported manufacture in the United States, 3 reported import, 6 reported on
site use/processing, and 118 reported other uses (some sites reported in multiple categories) 4. A total
of 202.5 million lbs. of TCE were manufactured in the United States or imported into the United States

The term "otherwise use" under TRI means any use of an EPCRA Section 313 chemical, including an EPCRA Section 313
chemical contained in a mixture or other trade name product or waste, that is not covered by the terms manufacture or

that year. Of that total, 111,357,182 lbs. of TCE were manufactured in the United States and
91,183,302 lbs. were imported.
2. Processing
Since 2012, based on information reported to TRI, the number of facilities that process TCE has
declined.
As reported to TRI for 2012, 38 facilities used TCE as a formulation component, 33 facilities processed
TCE by repackaging the chemical, 28 facilities used TCE as a manufacturing aid, and 1,113 facilities used
TCE for ancillary uses, such as degreasing. Based on information reported to TRI for 2014, the number
of users of TCE has significantly decreased since 2012: 24 facilities used TCE as a formulation
component, 20 facilities processed TCE by repackaging the chemical, 20 facilities used TCE as a
manufacturing aid, and 97 facilities used TCE for ancillary uses, such as degreasing.
Based on information reported to TRI for 2015, the number of users of TCE continued to decrease from
2014: 22 facilities used TCE as a formulation component, 17 facilities processed TCE by repackaging the
chemical, 21 facilities used TCE as a manufacturing aid, and 90 facilities used TCE for ancillary uses,
such as degreasing.

4. Distribution (Includes Retailers)
Information on the distribution of TCE is limited. Based on information reported to TRI for 2015, 4
facilities manufacture TCE for sale or distribution. Based on information reported to CDR for 2016, 5
facilities manufacture TCE for wholesale and retail trade.
5. Use
TCE has historically had a wide range of uses drawn from various markets, including
intermediate chemicals (for refrigerant and polyvinyl chloride manufacture), industrial
and commercial solvents, pharmaceuticals, insecticides, fumigant, textiles (processing and flame
retardants), adhesives, and paints (as diluent). As of 2011, the majority of United States consumption
of TCE is attributable to two specific uses. An estimated 84 percent of TCE is used as an intermediate in
manufacturing hydrofluorocarbon (HFC-134a), and as an alternative refrigerant to CFC-12, which was

banned under the Montreal Protocol in 1996. An estimated 15 percent of TCE is used as a degreasing
solvent. The remaining of manufacture volume is attributed to other uses5.
Industrial and Commercial Uses
TCE is used as a solvent because it is effective in dissolving fats, grease, waxes, and a large variety of
natural and synthetic substances. It is non-corrosive, nonflammable, and easy to recycle.
These uses include:
•	Vapor degreasing (already assessed by EPA)
•	Aerosol degreaser (already assessed by EPA)
•	Spot cleaner in dry cleaning (already assessed by EPA)
•	Spray-on protective coating (already assessed by EPA)
•	Intermediate in refrigerant manufacture (HFC-134a)
•	Cold cleaning - wipes, batch cleaning
•	Carpet cleaner/spot cleaner
•	Cleaners and solvent degreasers
•	Hoof polishes
•	Pepper spray
•	Mirror edge sealants
•	Sealants
•	Carpet cleaner/spot cleaner
•	Adhesive
•	Toneraid
•	Textile scouring
•	Penetrating lubricant
•	Tap and die fluid
•	Mold release
•	Lace wig and hair extension glues

Consumer Uses
Products containing TCE have commercial and consumer uses. Consumer uses of TCE are similar to
commercial use but occurs in consumer settings. The products used in consumer settings are typically
the same as those used in commercial settings.

6. Disposal of Waste and Recycling/Recovery
Some facilities have reported to TRI that they reclaim TCE on-site and then reuse it. This on-site
recycling process occurs several times until the solvent can no longer be used.
According to TRI, in 2015, 75,736,748 lbs. of TCE were recycled onsite, while 353,673 lbs. were recycled
at facilities offsite, equaling a total of 76,090,421 lbs. recycled.
Land disposal of halogenated organic solvents, such as TCE, is restricted (53 FR 25760). Proper
authorization must be obtained from federal, state, and local authorities for land disposal of TCE or
TCE-containing materials.
According to TRI, in 2015, 91,183,302 lbs. of TCE were transferred offsite to landfills and/or other
treatment/disposal facilities, and 1,928,867 lbs. were released to air, water, and land.
USEFUL TYPES OF INFORMATION
This document presents a summary of information currently available to EPA on this chemical. To more
fully characterize the manufacturing, processing, distribution, disposal, and use of this chemical, and to
inform the development of the scoping document for this chemical, EPA is interested in obtaining
information on:
•	the functional uses for this chemical;
•	what types of products contain this chemical;
•	which industry sectors use this chemical;
•	what volume of the chemical is used;
•	which uses have been discontinued or phased out;
•	exposure scenarios for this chemical; and
•	in which articles this chemical is found.
