The Road to Reuse

The Technology Park, originally
known as the Union Carbide South
Charleston Technical Center, was
the largest research and development
(R&D) facility of the Union Carbide
Corporation (UCC). The UCC
Technology Park is located on a 650-
acre tract in South Charleston, West
Virginia, of which approximately
125 acres are developed. From its
opening in 1949 it was the source of
scientific and engineering innovations
that shaped the development of the
chemical industry
On December 15, 1999,
UCC entered into a Facility
Lead agreement with the U.S.
Environmental Protection Agency
(EPA) for conducting corrective
action at the Technology Park.

Units (SWMUs) and prioritized
them based on potential risk. A
Resource Conservation Recovery
Act (RCRA) Facility Investigation
(RFI) was conducted in 2000 and
2001. Additional groundwater
monitoring wells were subsequently
installed to evaluate the extent of
the groundwater contamination.
Groundwater monitoring has
continued at the site to determine
trends of volatile organic compounds
(VOCs) in the subsurface.
After Union Carbide's merger with
The Dow Chemical Company in
2001, Dow's corporate management
announced that the campus would
be made available to other tenants.
As the functions of the two merging
corporations were consolidated,
personnel reductions created excess
facility capacity. This unique property
has the potential to be used for the

creation of a multi-tenant research
and development technology
park, modeled after the Research
Triangle Park (RTP) in Raleigh-
Durham, North Carolina. The RTP
has attracted over 60,000 high
technology jobs to that area and has
formed the basis of a robust economy
for the entire region.
With over 800,000 square feet
of engineering, chemical R&D,
computer, and product development
space, the Technology Park offers
many advantages to organizations
or businesses involved in research,
development or technical services.
Facilities include laboratories, pilot
plants, shops and miscellaneous
offices. In addition to the physical
facilities, the area offers a strong
technical workforce readily accessible
to the park.
