In implementing the methods discussed in Volume I, a variety of references were employed to obtain or develop representative emission factors, accurate activity data, and spatial allocation surrogates. Some of these references are not readily available to the public (i.e., e-mails and phone conversations with staff from the U.S. Environmental Protection Agency's (EPA's) Office of Transportation and Air Quality or the Department of Transportation's Bureau of Transportation Statistics (BTS)). Furthermore, some of the activity data obtained from websites seem to change over time. Volume II of Documentation for Aircraft, Commercial Marine Vessel, Locomotive, and Other Nonroad Components of the National Emission Inventory provides copies of hard to obtain references or summaries of activity data. This information may be of considerable value to state and local agencies as they develop their own comparable emission inventories based on local data. Because of the large file size, Volume II references are provided as separate sections for each source category as noted below: Section 2. AIRCRAFT, Section 3. CMV, Section 4. LOCOMOTIVE, and Section 5. OTHER NONROAD. jt\0179.02.001.001\nonroad vol-II-rv2.wpd 1 ------- Each section contains a general information section which typically includes references associated with emission factors and speciation profiles. In most cases the same emission factors and speciation profiles are used in each of the different inventory years to insure that the inventories are reasonably comparable. The exception to this concern the use of reformulated and oxygenated fuels. Use of such fuels varies from county to county and from year to year as noted in the other nonroad section. The general information section is followed with individual sections for each of the inventory years for which emissions have been estimated. These inventory year sections usually contain information pertaining to the activity data used. For information on how emissions were spatially allocated, refer to EPA's supplemental nonroad data web site for supporting Geographic Information Systems (GIS) data obtained from BTS. These GIS data sets were used to apportion national emission estimates to individual counties. Note, these sections only include copies of relevant references and do include explanations about how the references were used.
