This 460-acre facility, which was used by the
U.S. Navy, is located in Yorktown, Virginia.
This facility was once part of the Navy's
Cheatham Annex and contains 23 two-million-
gallon underground storage tanks (USTs)
connected by several miles of underground fuel
lines. The Virginia Department of Emergency Services (VDES) leased this facility from the Navy
between 1973 and the early 1980s. The Commonwealth of Virginia purchased the property and
from the Navy in 1981 and shut down the facility in 1982. In April of 1992, Virginia entered
into an Inter-Agency Cleanup Agreement, allowing the U.S. Environmental Protection Agency
(EPA) to oversee the cleanup investigation.
The investigation showed both soil and groundwater contamination resulted primarily from the
use of the 23 USTs. The groundwater is contaminated with typical petroleum constituents. The
five discrete plumes are confined onsite and there is no cu rrent usage of the site groundwater.
The soil and sediment are show contamination by PAHs. An ecological survey has shown no
evidence of offsite impacts of the contamination.
The facility is located near the popular tourist attraction in and around Williamsburg, Virginia.
Its location has spurred the Commonwealth of Virginia and York County to enter into a three-
way lease agreement with a developer to construct a golf course. Even though this reuse has
been encouraged , the development of the golf course has been delayed. The developer has had
problems obtaining an irrigation water source from a neighboring facility.
