Expert Management, Inc (ICI Explosives USA Inc) Tamaqua, Pennsylvania The Road to Reuse ~~~ In Tamaqua, Pennsylvania, this 1,660 acre industrial site manufactured explosives under several different owners (Potts Powder Company, Atlas Powder Company, ICI Americas) from 1907 until the mid-1990s. The manufacturing facility provided military support during World War II, the Korean War, Vietnam War, and the Gulf War. The explosives manufacturing operations ceased completely in the mid-1990s. In partnership with the Pennsylvania Department of Environmental Protection (PADEP) and the U.S. Environmental Protection Agency (EPA), Expert Management Inc (EMI) worked to clean up the property. This property was combined with a neighboring facility, ICI Americas, also owned by EMI for purposes of environmental investigation and remediation. On September 28, 2007, EPA made a determination of "Corrective Action Complete with Controls" for the Expert Management Inc. facility. The guidance recommends that EPA make this determination where the full set of corrective measures has been implemented and all that remains is performance of required operation and maintenance and monitoring actions and/or maintenance of institutional controls. EMI maintains institutional controls at the facilities and continues ground water monitoring activities. EMI sold all four parcels of t he property, with three of the parcels fully remediated. The fourth parcel was not impacted by the previous industrial activities and was transferred to the Pennsylvania Game Commission. Parcel 1 included 662-acres and was investigated and remediated and sold to Copperhead Chemical Company Inc. (CCCI). CCCI also purchased a 227-acre parcel adjoining the initial land. In December 2004, Bella Terra Farms, LLC purchased the final 250-acre parcel.
