\^J National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Tool (NeT) What is NeT? 4- Electronic Reporting Tool for submitting NPDES general permit reports. 4- States, Tribes, and Territories may choose to adopt NeT. o Enables regulated NPDES facilities to report their data electronically. 4- Internet- based reporting tool for NPDES facilities to electronically sign and submit General Permit Reports [e.g., Notices of Intent (NOIs)]. This will save facilities time and make reporting easier. Once a permitting authority adopts the use of NeT, it can be used to replace hard copy forms covering reporting requirements under 40 CFR Parts 122,123,124,125, 403, and 503, as well as additional requirements specified in permits. 4- Currently being used for General Permit Notices of Intent, No Exposure Waivers, Notices of Termination and Annual Reports. Why will Regulated Entities like using NeT? 4- Accessible from anywhere - web based technology 4- Built-in form intelligence o Regulated NPDES facility users only see questions or options that apply to them 4- Immediate customized e-mail notifications on status and instructions throughout the lifecycle of the report submission. 4- Electronic history of everything submitted. 4- Data entry is streamlined through pre-population of data from the Federal data base: o Facility Information o Operator Information 4- Ability to attach documents 4- Supports multiple facility roles: o Certifier - can prepare, sign, and submit all forms o Duly Authorized Official- delegated signing authority for Annual Report forms o Preparer - can prepare all forms Why will Permitting Authorities like using NeT? 4- CROMERR-compliant: uses Central Data Exchange (CDX) to register and manage user accounts, capture electronic signature agreements, digitally sign PDFs, and store Copies of Record. 4- Streamlined CROMERR application approval process for State/Tribes takes less than 2 months. 4- Able to capture state-specific data in addition to federally- required data. 4- Supports many regulatory authority process needs: o Approval workflows o Reviewer notifications o Email notifications and status updates o Error messages are generated during data entry o State General Permit fees Clarification: NetDMR is the EPA's electronic reporting tool for NPDES Discharge Monitoring Reports (DMRs).
