The Adjuntas (Garzas) Treatment Plant (WTP) is a filtration plant that treats water from the Las Vacas River to provide clean drinking water to various wards in the Municipality of Adjuntas. Wastewater from the plant discharges to an unnamed creek tributary of the Cidra River. The NPDES permit ensures that the amount of discharge and the amount of contaminants in the discharge remains below levels that are safe for the environment and public health consumption. This is based on a scenario where there is maximum water flowing in the treatment plant. The actual amounts of water may be less. DRAFT PERMIT CONDITIONS The permit establishes numeric water quality effluent limitations for several pollutants, including pH, dissolved oxygen, temperature, taste and odor, color, turbidity sulfates, total ammonia, suspended solids, and metals. The permit limits the WTP's numeric flow effluent pursuant to Puerto Rico Environmental Quality Board (PREQB) and other conditions.
