Jackson Blvd. Chicago, 1L 60604 U.S. EPA to Begin Cleanup Work at Peters Cartridge Peters Cartridge Site Kings Mills, Ohio February 2015 The U.S. Environmental Protection Agency is going to begin cleanup activities early this spring at the Peters Cartridge Superfund site. The work will consist of cleaning up lead-contaminated soil surrounding the Peters Cartridge property located at 1415 Grandin Road in Kings Mills. This cleanup work was approved in a document called a "Record of Decision" in 2009. There are a few modifications to the original cleanup plan. These will be outlined in an "Explanation of Significant Differences" document. The primary change has to do with treatment of some of the lead-contaminated soil prior to placement in the on-site containment unit. When that document is finalized, it will be made available for your review in the repository. Background The Peters Cartridge factory site is on a 71-acre parcel of land located along the southern bank of the Little Miami River. The site is separated into three distinct exposure areas: the Fonner Process Area, the Hamilton Township Property, and the Lowland Area. The location is bordered to the north by the Little Miami Scenic River Bikeway and the Little Miami River, to the east by Grandin Road, to the south by agricultural land at the top of the valley wall, and to the west by undeveloped bottomland along the river. Buildings at the Peters Cartridge site were constructed in 1916 as a munitions manufacturing facility. The site is occupied by several small businesses, but much of it is abandoned. Contaminated soil and ground water (underground supplies of fresh water) were found on the property. ------- The main site buildings are set on the level ground next to the Little Miami River. The remnants of concrete bunkers and other buildings are scattered along the steep slope of the valley wall along the southern part of the site. The DuPont Co. purchased the Peters Cartridge property from the Remington Arms Co. U.S. EPA considers DuPont to be legally responsible for the pollution investigations and cleanup activities at the site. LOWjWD AhEA HAWLTON TOWNSHIP PROPERTY WARREN COUHTY WATER ~REATVENT Changes from the initial cleanup plan The 2009 Record of Decision called for the cleanup of lead-contaminated soil across areas of the Peters Cartridge facility. After the cleanup plan was selected and during sampling in what is called the "remedial design" phase, investigators found soil with hazardous lead levels not previously identified. In order for this soil to be kept on-site in the planned containment unit, it will first have to be treated to make it nonhazardous. This is not a fundamental change to the original cleanup plan, or remedy, but it does require U.S. EPA to document this change in the "Explanation of Significant Differences" document. The specific changes to the design of the remedy can be found in the final remedial design document available in the repository in Morrow (see front box).
