2020 Diesel Emissions Reduction Act (DERA) State Grants Fact Sheet
Funding Amounts
•	EPA anticipates a total of approximately $27 million available for the 2020 DERA State
Grants
•	2020 State Grant funds will be added to a state or territory's existing 2019 State Grants
•	If all 50 States, the District of Columbia, Puerto Rico, and the other four qualifying
territories participate in the 2020 State DERA Program, then EPA estimates that:
o Each State, the District of Columbia, and the Commonwealth of Puerto Rico will
receive a base allocation of $325,019. If the grantee matches the base allocation
dollar for dollar, the bonus amount will be $165,510.
o Guam, the United States Virgin Islands, American Samoa, and the
Commonwealth of the Northern Mariana Islands will each receive a base
allocation of $81,255. If the territory matches the base allocation dollar for dollar,
the bonus amount will be $40,628.

•	If some states or territories do not participate, their base allocation will be distributed
among participants in proportion to their populations
o This will also increase the matching requirement and available bonus which is
equal to half the base allocation
•	VW Environmental Mitigation Trust funds can be used as voluntary matching funds, but
cannot cover the mandatory cost-share for eligible projects

Project Eligibility
•	All projects funded with 2020 DERA State Grant funds, mandatory cost-share funds,
and voluntary matching funds (as applicable) must meet all eligible funding
requirements in the 2020 State Grants Program Guide1
o All projects must use verified technologies or certified engine configurations
o States and territories cannot fund federally mandated projects; however,
voluntary or elective emissions reductions measures shall not be considered
"mandated", regardless of whether the reductions are included in the State
Implementation Plan of a State
1 EPA will consider, on a case-by-case basis, waiver requests from programmatic terms and conditions. Waivers will
only be considered for specific non-statutory or non-regulatory requirements. States or territories must obtain EPA
approval for any waiver request before conducting any work on a project involving a waiver request.

How to Participate
•	Submit a Notice of Intent to Participate (NOIP) to DERA@epa.gov by Tuesday, March
10, 2020
•	EPA will use the NOIP submissions to determine total participation. EPA will then
calculate and notify participants of their final allocations.
•	Participating states and territories must submit their draft Fleet Description and
Workplan and Budget Narrative to their EPA Regions for review. EPA Region staff will
review these documents and provide comments. The Program Guide and other relevant
documents will be posted here: www.epa.qov/cleandiesel/clean-diesel-state-allocations
•	Participating states and territories must submit their applications on Grants.gov, making
sure to include the Fleet Description and Work Plan and Budget Narrative which EPA
had previously reviewed and approved.
•	EPA will finalize 2020 awards prior to the start of the project period on October 1, 2020.
•	States and territories must make a public notification listing project information on their
state websites within 60 days of making a grant, rebate, or loan. Website postings must
include the total number and dollar amount of rebates, grants, or loans provided, as well
as a breakdown of the technologies funded.
