Harley-Davidson Motor
Company Operations, Inc.
(Harley-Davidson) has owned
and operated a motorcycle
manufacturing facility on the
former 230-acre Former York
Naval Ordnance Plant site since
1973.
The United States Department of
the Navy operated the ordnance
plant—manufacturing non-
explosive ordnance items, such as
guns and gun mounts—on the
property for over a half century.
In January 1995, Harley-
Davidson and the United States
entered into an agreement
whereby both parties agreed to
share the costs for investigation
and remediation of any releases or
potential releases of hazardous
constituents at the facility. The
U.S. Environmental Protection
Agency (EPA) and the
Pennsylvania Department of
Environmental Protection
(PADEP) confirmed that the

Harley-Davidson York Facility
was the first in the nation to
volunteer and enroll in the One
Cleanup Program. Under this
agreement, the state and federal
governments worked closely to
streamline and accelerate the
cleanup of the affected soil and
groundwater at the Former York
Naval Ordnance Plant. Under the
new One Cleanup Program,
Flarley-Davidson, EPA, and
PADEP expedited the completion
of the property investigation and
reached a final solution that
protects human health and the
environment.
Established as a manufacturing
facility, the Harley-Davidson
Vehicle Operations in York,
Pennsylvania covered more than
230 acres and had over 1,5 million
square feet under roof. Harley-
Davidson sold 58 acres in July 2012
to further maximize potential reuse
of the area west of current
operations, leaving 172 acres with
650,000 square feet under roof. A
variety of manufacturing
operations—from fabrication and
painting to assembly—are
performed at the facility. The
facility assembles the Touring,
Trike, and Softail® models, as well
as limited production, factory-
custom motorcycles. Harley-
Davidson offers visitors exhibits
that detail the plant's history and
guided tours through the
manufacturing and assembly
processes. Over the years,
thousands of Harley-Davidson
enthusiasts have made the journey
to York, Pennsylvania to witness a
legend in the making.
