WATERLINE PROJECT
The U.S. EPA plans to begin
construction on lateral lines that will
connect residences to a main water
line. This work will start the week of
June 3. hi addition, the EPA will be

oversight and project management at
the park area on Parker Road in

The U.S. EPA is beginning construction work on a
waterline extension project that will bring municipal
water to previously identified residences and
buildings located in Chester and Washington
Townships, New Jersey.
The work is related to the Combe Fill South Landfill
Superfund Site and is part of the EPA's efforts to
minimize potential exposure to contamination present
in ground water resulting from the site. A major
component of the remedy selected for the CFS
Landfill includes providing potable water to impacted
and threatened properties through the construction of
a water line and connections and ceasing the use of
private wells.
In order to oversee and manage the project, the EPA
will set up a command post at the park area on Parker
Road in Chester, NJ. Work is scheduled to begin the
week of June 3, 2013.
SITE HISTORY
The EPA added the Combe Fill South Landfill site in
Chester and Washington Townships, New Jersey to
the Superfund National Priority List in 1983 because
hazardous chemicals were found in the soil and
ground water. The site contains 65 acres of fill area
that sit on a 115-acre plot of land in Morris County.
The site was a municipal landfill from the 1940s until
1981.
In 1978, Combe Fill Corporation (CFC) bought the
landfill. While under CFC's management, procedures
at the landfill violated many of the New Jersey solid
waste administrative codes. CFC went bankrupt in
1981, and the landfill was not properly closed. As
part of the cleanup, the EPA and the state installed a
landfill cover to prevent surface water and rainwater
from coming into contact with the buried wastes. The
EPA continues to monitor the landfill cap's
effectiveness.
