SMALL-BIZ@EPA A MONTHLY NEWSLETTER FOR THE SMALL BUSINESS COMMUNITY OCTOBER 2014 k U.S. FUEL ECONOMY REACHES ALL-TIME HIGHT/FUEL ECONOMY GAINS FOR NEW VEHICLES CONTINUE UNDER PRESIDENT OBAMA'S CLEAN CAR PROGRAM New vehicles achieved an all-time-high fuel economy in 2013, the Environmental Protection Agency announced today. Model year 2013 vehicles achieved an average of 24.1 miles per gallon (mpg) — a 0.5 mpg increase over the previous year and an increase of nearly 5 mpg since 2004. Fuel economy has now increased in eight of the last nine years. The average carbon dioxide emissions are also at a record low of 369 grams per mile in model year 2013. EPA's annual "Light-Duty Automotive Technology, Carbon Dioxide Emissions, and Fuel Economy Trends: 1975 through 2014" report tracks average fuel economy of new cars and SUVs sold in the United States. The report also ranks automakers' achievements in model year 2013. Some additional top-line findings from the report: The recent fuel economy improvement is a result of automakers' rapid adoption of more efficient technologies such as gasoline direct injection engines, turbochargers, and advanced transmissions. • Mazda vehicles averaged the highest fuel economy and lowest greenhouse gas emissions • Nissan achieved the greatest improvement in average fuel economy and greenhouse gas reductions • SUVs achieved the greatest improvement in all classes of new personal vehicles. The EPA estimates these standards will save American families more than $8,000 in fuel costs per vehicle by 2025. Throughout the duration of the program, Americans will save $1.7 trillion in fuel costs, use 12 billion fewer barrels of oil. and in 2025, reduce oil consumption by more than 2 million barrels a day - as much as half of the oil imported from OPEC every day. This will be a great opportunity to discuss procurement opportunities that may become available at the EPA. OSBP holds at least four counseling sessions a year for socio-economic groups such as small businesses, 8(a), small disadvantaged, women-owned, service disabled-owned veterans and for businesses located In a hubzone. The study, authored by Henry B.R. Beale, is an independent assessment of the small business procurement goals as ordered in the National Defense Authorization Act for FY 2013. The report investigates the characteristics of companies seeking federal contracts and evaluates the overall procurement process to determine how contracting goals are established, what data is available, and what barriers still exist that inhibit small business entry. "I constantly hear from our nation's small businesses about their desire to enter into the government marketplace. Today's study demonstrates how our nation's entrepreneurs are playing in the procurement field. It is interesting to note that this report illustrates specific sectors where small businesses are having success," said Dr. Winslow Sargeant, Chief Counsel for Advocacy. "I hope in the near future our government will also develop a database for all the subcontracting information as well. We know there is a great window of opportunity for small business involvement in subcontracting, but we still lack access to this data and a well- developed system for analyzing how to improve small business subcontracting." PROCUREMENT OPPORTUNITIES CAN BE PUZZELING AT TIMES Some highlights of the study include: • Procurement is highly concentrated in four main industries: manufacturing; professional, scientific and technical services; administrative and support, waste management and remediation services; and construction • Of the four main industries, construction awards the most small business contracts, with close to 45% going to small business. • Increasing small business procurement in the top sectors, especially manufacturing where the small business share is not quite 12%, is essential to improving the overall small business procurement rate. • Stronger market research is needed to match small business capabilities with procurement requirements. EPA's Office of Solid Waste and Emergency Response Hosts Industry Day The U.S. Environmental Protection Agency's (EPA) Office of Solid Waste and Emergency Response (OSWER) hosted Industry Day on October 21, 2014 at EPA's Potomac Yard. The goal of OSWER's Industry Day was to educate and assist contractors interested in the various OSWER programs and upcoming contracting opportunities within those programs. One-on-One Matchmaking sessions were also held to encourage partnering and mentoring of small businesses. Opening remarks were provided by OSWER's Principal Deputy Assistant Administrator, Berry Breen and opening remarks were provided by OSWER's Assistant Administrator, Mathy Stanislaus followed by remarks from John Bashista, Director, Office of Acquisition Management and Kirriberly Patrick, Acting Director, Office of Small Business Programs.
