3. ISCLT MOOEL INPUT
All input data required for the ISCtl model were read from tilt LOTUS
input file based on information presented in ICF (iS88). The following
input data are necessary to run the ISCLT model:
• source location
• meteorological data
• release type (slack, area, or point source)
• Mission characteri s ics {exit velocity, stack height, exit
temperature, inner stack diameter)
• release rate
• program control parameters,
GAMS stores the output concentrat ion for a given w'nd direction and
distance interval for each block group and enumeration district (BG/ED)
Slock groups and enumeration districts are areas that are used by the
U.S. Census Bureau to try to identify population distributions for a
given region (C*SC 1986). The remainder of thi* section describes in
detail the nput data (listed above) that are required to run the ISCLT
model.
3.1 Location and Meteorology
Source location can be identified by either the latitude/longitude or
the zipcode. Lacking precise location coordinates, the zipcode of each
source was used u this study. For cases in which a given zipcode from
the ICF report *as not in the GEMS data base, a zipcode located near the
source was used. Inis data base consists of the 1980 U.S. festal Service
zip code file. Data found in this file include the lip code and the
latitude and longitude of the center of the postal zone (6SC 1986).
When choosing representative meteorology data for a given location,
the closest meteorological station was selected. However, for the
facilities in which pi ant-spec ific release specifications were known,
topographical features (e.g.. near a mountain or a body of water) were
considered as factors for the selection of the meteorological monitoring
site.

are not available to characterize and model building dimensions. Thus,
exit velocity, stack height, exit temperature, and inner stack diameter
were required as Input into the ISClT model. Since not all the
f»-4lities listed in ICF (1118} reported these parameters, the following
de.-ult values were used where actual data were not available:
• stack height - 5.0 utters
• exit temperature - 293 *K
• exit velocity • 0.0 m/sec
• inner stack diameter » a.01 meters.
By selecting these values, it is assumed that results will generally
b* coM»rv*tive in nature. {Conservativ« in nature dots not imply a
worst case scenario; rather, this tern describes results that art within
reasonable bounds, but lean towards worst case situations.) Tor example,
by selecting an exit velocity of 0.0 at/sec, plume rise is essentially
eliminated. This means that the stack diameter does not Influence plume
"lie. Thus, an inner stack uiameter of 10 meters would produce the saw
results as the mosen 0.01 meters when modeled using an exit velocity of
0.0 .T/sec. The critical default here is clearly the exit velocity. By
• 1 iaiinalIng plume rise, estinted concentration values will tend to be
conservative. Also, by letting the exit temperature equal the ambient
air temperature, the pollutant's buoyancy is essentially eliminated.
This assumption limits the pollutant's ability to rise, a desirable
situation for conservative result*. Finally, by choosing a stack height
if I meters, wind speeds should be high enough for resulting
concentrations to be conservative in nature. As wind speed decreases,
concentrations increase exponentially, A stack height of 1 or 2 meters
would be treated u«ing very low wind speeds, which would result in a
concentration value that is too high (overly conservative). Since wind

speed 1s cononly aonitored it a height at 10 ateters, a stack height of
I aeters ts conservative, ami Is used as a default value. In all casts,
the release rat* m> obtained directly iroa ICF (1988).
Additional aodel ing was performed to determine the significance of
asbestos emissions froa ainlng sources. Since the 1SCLT aodel was used,
release type, emissions characteristics, and release rate were needed to
lapleaent this aodel. Because specific sites of the allies could not be
obtained, the aines were not aodeled at area sources, but as point
sources, lie aodeled these sources at ground level, having a ft,77 ft
diaaeter open 1119 (this corresponds to a aine that has a circular opening
of 36 square feet), as assumed in JCF {1988), Exit temperature was set
at 293'K and exit velocity at 0.0 a/sec.
3.3 Prooraa Control Paraaetars
By invoking GAMS. «an> of the program control paraaeters art fixed.
By definition, control parameters are options available to the ISClT
~*/del that control how the prograa operates. For exaaplc, these
parameters control whether the prograa is to calculate concentration or
deposition, what type of coordinate systea is to be used, what output is
to be printed, etc.
ror this study, the standard polar coordinate systea was used. Also,
all sites were modeled using the rural mode. Since all sources are
low-level releases, a rural specification is conservative, and thus was
applied to all source locations. The rural specification corresponds to
stable ataospheric conditions which do not aid in the rise and mixing of
the pluae; this in turn creates higher or aore conservative exposure
estimates than the urban specification {which is aore unstable and
increases the mixing and upward aoveaent of the pluae).

4. BRAKE REPAIR ANO COHSTRUCTIOK NOOCL1NG
Additional modeling mis done to study the significance of asbestos
Missions resulting from construction «nd brake repair activities. Those
Missions wero modeled using tht Toxbox model. Toxbox is a steady-state
box model that accounts for dry depostion, prtcipitatlon, scavenging, and
ctwmical removal processes as material is entering and leaving an assumed
box. Toxbox was implemented in SAMS to estimate annual average
concentrations for U.S. urban populations. Construction and brake repair
Missions were treated as CBI. and thus all work was performed via the
CBI node of GAMS.
4.1 Brake R#nair Hade Una
The general approach in modeling asbestos emissions resulting from
brake repair activities was developed by 6SC. Data are provided in ICF
(1988) on the emissions of asbestos per worker for three categories,
i.e.. drum brakes (cars), drum brakes (trucks), and disc brakes (cars).
Because the number of workers is specified, typical releases throughout
the U.S. may be characterized. Sine* this study was to be performed at
the county level, a ratio of the brake repair employees in the county to
th# total number of employees in the U.S. brake repair industry was
multiplied by the national release rate to estimate the mission values
for etch county.
The Toxbox model was run in the county mode, which distributes
release amounts to all counties in the U.S.
4.2 Construction Modeling
The approach 1n modeling asbestos emissions resulting from
construction activities is quite similar to the brake repair *e1ing.
Data are provided in ICF (1988} for asbestos air emissions for the
installation and removal operations of A/C sheet, A/C shingle, and
asbestos built-up roofing. Only Installation activities are discussed
for A/C Pipe. A national emission value was obtained by summing the
total asbestos emissions for each construction activity.

estiaate cumulative exposure and IncrMMntal risk out to 10 fca. The
estimated exposure, defined as the product of concentration tiaes
applicable population, 1» shown In Tail# i-1 for each of the 22 source
categories. Here, exposure values are displayed as a function of source
category using 1980 census data. Table 5-2 Hits exposure for the saae
22 source categories, but using 1983 population data. Table 5-3 presents
exposure results fro* the 22 categories combined using 1980 census
counts, and Table 5-4 presents exposure estiaates froa the 22 categories
using 1983 population data. The 1980 counts were obtained by the Census
Bureau fro* actual BG/ED data. The 1983 population counts, however, are
projected values. This report will eaphasue results using 1963
population data. Cumulative exposures calculated using the 1983 data are
higher than those using the 1980 data.
Table 5-1 presents the estimated risk in terms of excess cancer cases
for each of the 22 source categories using I960 census data, and
Table 5-8 presents risk estiaates for the 22 source categories using 1983
population data. Risk can be defined as concentration tines the unit
risk factor, where the risk factor is in units of a3/ug. A risk factor
of 0.01 ¦Vug was used in the risk calculations. This value represents
risk to two diseases, aesothel ioaa and lung cancer, based on a lifetiae
of continuous exposure to the estimated ambient asbestos concentrations.
Appendix A describes how the unit risk factor was estimated. Tables 5-7
and 5-8 present risk values froa all categories combined using 1980 and
1983 population data, respectively.
Toxbox results are shown in Table 5-9. Exposure estiaates for both
construction and brake repair activities are presented using 1980 census
data. Table 5-10 presents exposure estiaates for construction and brake
repair using 1983 population data. Tables 5-11 to 5-12 show risk values
for these two activities using 1980 and 1983 population data,
respectively.

I. CONCLUSIONS
Approximately 200 facilities listed in ICF {IMS} wrt modeled using
the C81 version of CAMS. Stems* of the large number of facilities
without plai , • series of defaults was chosen with the objective of
producing conservative results. Model -estimated concentrations were used
to aake exposure and risk calculations. Concentrations were calculated
it several points along the centerline of each sector lepent, with
intra-ring concentration estimates including both end point concentration
estimates. The concentration of the sector segment is based on the
averages of the concentrations within each sector. A sector segment
references to a given wind direction and ring distance interval (see
Figure 6-1). In order to study the significance of emissions resulting
from brake repair and construction activities, special Toxbox runs were
¦ade. These results were then incorporated with the ISCLT results,
producing overall exposure and unit risk totals.
