Forging a New Path to the Waterfront Reconnecting the city of Shreveport, Louisiana, to Cross Bayou through the cleanup and redevelopment of a scrapyard Project Summary Concept plan for connecting Shreveport to its waterfront EPA's Land Revitalization Technical Assistance In 2017, U.S. EPA's Land Revitalization Program provided contractor technical assistance to produce a Strategic Action Plan for this site on the Cross Bayou. The plan includes advice on next steps in the cleanup and redevelopment of the scrapyard site. It also includes information to help the city understand relocation and site acquisition strategies, site investigation and remediation approaches, costs and funding opportunities, site design strategies, and incentives for the redevelopment of the scrapyard site into a new multi-use recreation area. The city of Shreveport can use the technical assistance to continue the momentum of the Brownfields Area-Wide Plan and reintegrate the scrapyard property into the existing vibrant downtown area while providing beneficial connections between adjacent neighborhoods and the waterfront. In 2015, the city of Shreveport completed the Cross Bayou Corridor Brownfields Area-Wide Plan. The Plan included a reuse vision for Shreveport's waterfront that integrated community recreation priorities with infrastructure needs. However, land reuse opportunities were limited by a scrapyard that sat on the banks of the Cross Bayou. The city determined that this site, once remediated, the area had the potential to connect downtown Shreveport and adjacent neighborhoods to the waterfront. The Community's Challenge The city needed assistance to identify the specific actions they needed to take which would help them accomplish their goals for cleaning up and redeveloping the waterfront.
