EPA LAUNCHES NEW ONLINE TRAINING FOR
AVERT (the Avoided Emissions and geneRation Tool)
EPA has just launched new online training for AVERT, a
free tool designed to estimate the emissions benefits of
energy efficiency and renewable energy policies and
programs. This training walks users through each step of
the AVERT Main Module with dynamic "how to" videos
and can be accessed on demand,
State air quality planners, energy office staff, public utility
commission staff, and other organizations interested in
knowing the emissions benefits of energy efficiency and
renewable energy (EE/RE) policies and programs can use
AVERT; to:
Quantify the nitrogen oxides (NOx), sulfur dioxide (SO2),
and carbon dioxide (CO2) emissions benefits of state and
multi-state EE/RE policies and programs;
Examine the regional, state, and county level emissions
impacts of different EE/RE programs based on temporal
energy savings and hourly generation profiles;
Include AVERT-calculated emissions impacts of EE/RE
policies and programs in air quality modeling and Clean
Air Act plans used to meet the National Ambient Air
Quality Standards; and,
Compare the emissions impacts of different types of
EE/RE programs, such as the emissions impacts of wind
Installations versus solar installations.

ONLINE TRAINING
NORTH CAROLINA'S SBO WINS TWO ECOS
STATE PROGRAM INNOVATION AWARDS
Tony Pendola, PE, North Carolina's Small Business
Ombudsman (SBO), and staff in the N.C.
Department of Environment and Natural
Resources (NCDENR) recently earned national
honors for two customer service initiatives, and in
doing so, became only the second agency in the
nation to earn this recognition twice in the same
year. NCDENR's Integrating Environmental
Customer Service initiative and its Division of Air
Quality Assistance Project on Facility Pollution
Reduction were honored in September with State
Program Innovation Awards given by the
Environmental Council of the States, or ECOS.

ILLINOIS EPA REGISTRATION OF SMALLER SOURCES PROGRAM
HITS PROGRAM LANDMARK
3,000 ILLINOIS SMALL BUSINESSES BENEFIT FROM PERMIT STREAMLINING
Illinois EPA announced the Agency has met its target of
registering 3,000 small sources since the 2012 inception of the
Registration of Smaller Sources (ROSS) program. The ROSS
program is part of a major regulatory streamlining effort
designed to reduce the burden and costs on Illinois small
businesses.
The Registration of Smaller Sources program was created in
response to legislation which streamlined the environmental
permitting process in Illinois, making the process easier for small
businesses to open and expand business in Illinois. Through the
legislation, the Agency established the ROSS program, which
allowed low-polluting small businesses to register with the
Illinois EPA instead of completing the permitting process. The
program was developed through a collaborative effort of
members of the General Assembly, Illinois industry, the
Department of Commerce and Economic Opportunity's Small
Business Environmental Assistance Program and the Illinois EPA.
BUSINESS
"ROSS allows the Agency to dedicate resources to the largest
sources of emissions in order to better serve businesses
concurrent with economic growth and enhanced environmental
protection," said Illinois EPA Director Lisa Bonnett." Among
several benefits to small businesses is the need to simply register
instead of being required to apply for and obtain a permit prior
to constructing and operating. Under ROSS, small businesses no
longer need to wait for the Illinois EPA to complete an
application review and issue a permit before opening for
business. ROSS sources are still required to maintain records for
inspection by the Agency including descriptions of emission
units, associated control devices, control efficiency or emission
rates, documentation of actual emissions and calculations
demonstrating eligibility for ROSS. For more information on this

THE FALL 2014 REGULATORY PLAN AND
SEMIANNUAL AGENDA IS NOW AVAILABLE
The Regulatory Information Service Center is a
component of the U.S. General Services
Administration, compiles the semiannual Unified
Agenda of Federal Regulatory and Deregulatory
Actions with the Office of Management and Budget's
Office of Information and Regulatory Affairs and the 60
Cabinet, Executive, and Independent agencies
Government wide. The Center provides information
about Federal regulatory and deregulatory activities to
the President and his Executive Office, the Congress,
agency managers, and the public. It also maintains the
Reginfo.gov website, a public resource for information
about Federal regulation.
The Unified Agenda provides uniform reporting of data
on regulatory and deregulatory activities under
development throughout the Federal Government,
covering approximately 60 departments, agencies, and

This document notifies the public as required by the
Federal Insecticide, Fungicide, and Rodenticide Act
(FIFRA) that the EPA Administrator has forwarded to
the Secretary of the United States Department of
Agriculture (USDA) a draft regulatory document
concerning the certification of pesticide applicators rule
revisions. The draft regulatory document is not
available to the public until after it has been signed and
made available by EPA.
Action: Notification of Pesticide Rule Revision Sent to
the Secretary of Agriculture.
EPA'S OFFICE OF SMALL BUSINESS
PROGRAMS WILL HOST COFFEE AND SMALL
TALK SESSION DECEMBER 9, 2014
The Office of Small Business Programs (OSBP) at the
EPA will hold a "coffee and small talk" session with local
small businesses on December 9, 2014. Generally, 4 to
5 small businesses are sourced from the SBA Dynamic
Business Search engine and from the business
community email inquiries/requests. This session will
be specific on how to navigate the Environmental
Protection Agency's Forecast Database. The coffee and
small talk sessions as held as time permits and usually
last about an hour. For more information, please

To End Food Waste, Changes Need To
Begin At Home
Dan Nickey from Iowa's Environmental Protection
Program recently spoke with the National Public
Radio (NPR) on the amount of food waste in this
country. The EPA has reported that over 35 million
tons of food is wasted each year. The EPA has
initiated a pilot program to examine the extent of the
problem and to provide some solutions.
