Comments/Observations/Problems! 1) The establishment of County Water Quality Coordinating Committees (CWQCCs) in all counties is considered to
satisfy the "getting started" criterion. Excluding theactivities of CWQCCs, it is estimated that 438 would satisfy the criteria.
