1 Introduction to the NPDES eReporting Tool (NeT)
This user guide provides step-by-step instructions and guidance on how to use NeT.
1.1 Background
EPA's Office of Enforcement and Compliance (OECA) released the Clean Water Act Action
Plan (CWAAP) in October 2009. This plan contained ambitious short- and long-term goals for
revamping the approach to improve compliance reporting for Clean Water laws. One major goal
of the CWAAP is to improve transparency and accountability in compliance activities. The plan
identified increasing electronic reporting of data by regulated entities as one of the keys to
achieving that goal. As part of this effort, OECA has written a draft rule that will require the
electronic submittal of National Pollutant Discharge Elimination System (NPDES) data by the
regulated community. To support this draft rule, OECA, in partnership with the Office of Water
(OW) and other EPA and state/tribal agencies, has developed the NPDES Electronic Reporting
Tool (NeT) to facilitate electronic data reporting and submittal of Notice of Intent (NOI) data to
the Integrated Compliance Information System (ICIS).
EPA plans to require electronic submission of data by the regulated community in phases
according to the following schedule:
•	Rule Phase I: All EPA General Permits and All EPA and State Concentrated
Animal Feeding Operation (CAFO) General Permits: one year after publication of
final rule: Includes all Notices of Intent (NOIs) to obtain coverage under the General
Permit, forms changing the NOI coverage, No Exposure Certification (NEI) and Low
Erosivity Waiver (LEW) forms indicating why coverage is not needed, and notices of
termination of coverage (NOTs). All forms for all EPA General Permits and all CAFO
General Permits issued by delegated agencies will need to be supported by the tool.
•	Rule Phase II: Remaining General Permits and Program Reports: two years after
publication of final rule: Includes all the forms for all remaining assumed NPDES
program General Permits. Additionally, includes the program reports required by EPA
permits such as CAFO annual reports and Stormwater Event reports.
This document outlines the Regulatory Authorities role in the electronic submittal of all NOIs,
changes to NOIs and NOT forms by Regulated Community (RC) users and the processes
associated with form submission in NeT.

2 Getting Started
The following sections describe what you need to know to begin using NeT as a Regulatory
Authority user.
2.1	Before You Begin
Throughout this document, there will be four primary kinds of users referred to:
•	Regulatory Authority (RA): users who work for an environmental agency responsible
for administering the NPDES program such as EPA Headquarters, Regions, or States;
these users receive submitted eNOI forms and may review and accept or reject the forms
•	Registration Maintenance Account Manager (RMAM): users who have the ability to
grant and assist rights and roles to CDX users; each RMAM shall ensure CDX
registration maintenance dataflow and registration data are protected from loss, misuse,
or unauthorized access/modification of systems or dataflow
•	Regulated Community (RC): users who are subject to NPDES environmental
regulations and are responsible for applying for a Notice of Intent to Discharge form.
Certifier: A user who has the authority to sign and submit an eNOI form from
NeT and has successfully completed a Digital Signature Agreement (DSA). A
Certifier can also fill out forms.
Preparer: A user who has been designated authority to have the ability to
populate/prepare forms for a specific organization and NPDES general permit.
Preparers do not have authority in the system to sign and submit forms; however,
they have the ability to route a form to a valid Certifier to complete the form
submission process
•	System Administrator (SA): users who work for EPA Headquarters and administer the
site, including such functions as posting forms and managing the portal.
2.2	NeT Overview
Below is a high level depiction of the NeT system which includes activities in CDX, NeT, and
ICIS.

To access the NeT application all users will be required to login through CDX. Therefore, all
users must register in CDX before they can access the NeT application. Once User IDs have
been established, users can login to CDX, navigate to NeT and submit forms. Certifiers will be
able to review all forms and will be required to digitally sign and submit all approved forms to
the Regulatory Authority. The Regulatory Authority will have the opportunity to approve or
reject forms prior to submitting them to ICIS. CDX will store the CORs and ICIS will process
the transaction and notify users of the results of the transactions.
2.3 Computer System Requirements
NeT requires the following system requirements to run efficiently:
•	Internet Access Requirements
High-speed access to the Internet, such as DSL, cable-modem, Tl, or partial T1 is
preferred but the application will support slower speeds.
•	Hardware Requirements
Minimum Pentium III processor and 128 megabytes of RAM.
•	Browser Requirements
Microsoft Internet Explorer 8 or higher
Mozilla Firefox 15 or higher
Google Chrome 22 or higher
•	Other Requirements
Adobe Reader X 10.1.4 or higher installed with Acrobat Javascript enabled, all web
browser options enabled (additional information provided in section 2.2.1.1)
Java version SE 7 update 07 or higher installed(additional information provided in
section 2.2.1.2)

2.3.1 Application Settings
The following three software packages need to be configured properly or you may encounter
issues such as forms not opening or the digital signature applet not appearing:

Clearing the Java Cache
The Java cache has posed known issues when the cache becomes full. As a Certifier, if you are
unable to sign and submit a form, or nothing happens when you click the Sign button when
completing a form, please follow these steps to clear the Java cache to ensure this is not what is
causing the issue:

3 CDX User Accounts and Login
Please contact the assigned NeT administrator, and indicate if you are registering for an RA user
or an RA user with RMAM access. Please provide your first name, last name, and email address.
Please note that this email address will not be editable by the user through MyCDX.
The following steps will occur to complete the pre-regi strati on process:
1.	The user will read the CDX "Rules of Behavior".
2.	The user will sign and send the form to appropriate parties noted on the form.
3.	CDX will pre-register the user, after the NeT administrator has received an email with the
user's First Name, Last Name and email address.
4.	The user will receive an email with a verification hyperlink from CDX.
5.	The hyperlink will direct the user to CDX to complete the registration process.
3.1	What to do if you don't receive the CDX confirmation email
On occasion a user may not receive the CDX confirmation email. If you do not see the email
you should do the following:
•	Check your Junk/Trash mail folder
•	Remove sender (i.e., CDX) from your SPAM blocker
If neither of these works, please contact the CDX Help Desk at helpdesk@epacdx.net or (888)
890-1995 [(970) 494-5500 for Puerto Rico or Guam],
3.2	User Account Information

The reset code provided in the email has now been deleted. If you reload this page or receive a failure notice that the link you followed was invalid or that
the key provided was already used, you will need to return to the Password Reset page and request a new reset code.
Passwords must be a minimum of 8 alpha-numeric characters (no spaces or special characters) and contain at least 1 of each of the following: uppercase
character, lowercase character, number. Passwords may not begin with a number nor contain the word "password" nor contain your User Name. Use the TAB key
to move from field to field.

3.3.1.2 Forgot User ID
If you have forgotten your User ID, email address or security question answers, your access can
be restored by contacting Technical Support. Technical Support is open between 8:00 am to 6:00
pm (EST/EDT). Call the toll-free line at (888)-890-1995 or (970) 494-5500 for callers from
Puerto Rico and Guam.
3.3.1.3	Expired Account
After 90 days, your password will expire and you will need to create a new one. If your password
has expired, after logging in to CDX, you will be prompted to change it. Once the password is
changed, the validity period of the password resets to 90 days from the day the reset occurred.
Please note that a soon-to-expire password alert will also be displayed on your MyCDX page.
3.3.1.4	Disabled Account
If your account is disabled due to too many invalid authentication attempts, CDX will prompt
you that your account is disabled after you attempt to login. You will need to contact the CDX
help desk at (888) 890-1995 or email the help desk at helpdesk@epacdx.net.
3.3.1.5	Locked Account
An account may be locked if you attempt to log in three times unsuccessfully. Follow these
directions to enable a locked account:
1.	Click "Forgot your Password?" on the account log in page.
2.	Enter the email address that was originally provided for the account.
3.	Enter the user id that is locked for the account.
4.	Answer the necessary security questions.
5.	Establish and enter a new password.

On the MyCDX homepage, there are 4 tabs available to all users: MyCDX, Inbox, My Profile

The "MyCDX" tab allows user to view all NPDES General Permits that they are currently
registered for and the role that they have registered for that particular permit. Any systems news
or updates will be displayed to the right of the permit list.

The "Inbox" tab displays all messages from CDX for the registered user. These messages
include account specific messages. Contrary to the RC users, RA users will not see notifications
for each form submission because the RA does not submit forms. A Copy of Record (COR) for
each form submitted in NeT is stored at CDX. Currently, RA users should contact the Certifier
to get a copy of a COR. A future enhancement to CDX will allow RA users to view CORs.

Within MyCDX, users have the ability to modify the User and/or Organization Information or
add additional permits by clicking on the "My Profile" tab within the MyCDX homepage
Please note that RA users must receive the proper approval as detailed in the pre-regi strati on
process (Section 2.3) before adding additional permits.

with the field blank then click on the Request that we add your organization hyperlink.

6. Once the RA user has selected the Program/Dataflow they want to work with, they are
brought to the NeT Workspace/Livecycle homepage, which displays all options available
to the RA user.

7. Workspace/Livecycle functionality allows RA users to review, approve, and deny forms
that have been submitted to the Regulatory Authority.
5.2 Net Form Submission
NeT contains three main forms for submission, New eNOI, Change eNOI, and eNOT. The New
eNOI form allows users to request coverage under a NPDES General Permit for the first time.
The Change eNOI form allows users who have an existing NPDES ID, to request additional
coverage or make changes to existing coverage. The eNOT form allows users who have an
existing NPDES ID to terminate coverage for the entire permit or one or more structures
associated to a permit.

5.3 NeT RA Approval Process
Once a form is received by the RA approval group, there are multiple approval process flows
that can be applied. Each Regulatory Authority will determine what type of approval process is
needed for their specific permits. The RA Approval Process options include:
•	Immediate Submission
•	Single Approval Group by Form
•	Single Approval Group by Permit
•	Variable Approval Group by Form Data
•	Assignment Approval Groups
The following terms may apply to the approval process for your permit:
•	Review period: the time in which a regulatory authority must approve the form.
•	Auto-Approval: a form will automatically approve after a specified wait period in
which the regulatory authority did not go into the system to approve.

•	Wait period: the time in which a form requires action from a regulatory authority, and if
the regulatory authority does not go into the system within this time, the form is auto-
approved.
•	Escalation: an action happens after a form has been waiting in the queue for a specified
amount of time (i.e., goes to another regulatory authority).
A brief description and process flow diagram for each approval process are included in the
following sections.
5.3.1 Immediate Submission
For Immediate Submission, there is no waiting period for the time a form is signed and
submitted by the certifier to the time the form data is sent to ICIS. Immediate submission can
apply to some or all forms.

5.3.2 Single approval Group by Form
For Single Approval Group by Form, a form is assigned to a RA reviewer group for each type of
form (i.e., New NOI, Change NOI, NOT, Waiver) of the permit.

5.3.4 Variable Approval Group by Form Data
For Variable Approval Group by Form Data, a defined trigger routes form to a specific RA
reviewer group. Example: Trigger is defined as Structure Type. Structure type 1 would go to RA
reviewer group 1, and structure type 2 would go to RA reviewer group 2.

6 EPA's Region 6 GMG29 OCS Permit
The following sections describe the notification process that the system sends to RA users once
an RC user submits a New NOI, a Change NOI (NOI Amendment), or an NOT form. Each
section contains screenshots of the email notifications that are sent out by the system to the RA
users only. Please refer to the NeT RC User Guide for information pertaining to the RC user
process steps and screenshots of the RC user email notifications.
6.1 New eNOI
The New eNOI form allows users to request coverage under the OCS General permit
GMG290000 for the first time.
The following notifications are sent throughout the New NOI flow from the system to the RA
users.
6.1.1 General Permit New eNOI Signed and Submitted to Regulatory Authority
When the form is sent to the Region 6 RA User Group in the Workspace system, the Region 6
RA User Group members will receive an email notification indicating that the eNOI form has
been signed and submitted to the group and requires review over the next 45 days (with a copy of
the filled out form attached).

6.1.2 Immediate Submission to ICIS
The submitted form will be auto-approved by the system within one minute of receipt by the
Region 6 RA Group, which begins the process for generating the XML transactions to be
submitted to ICIS.

Once a form is auto-approved, the form status will change to Active. The system will generate a
NPDES ID for the new NOI, the permit dates, and unique Permitted Feature IDs for each
structure listed in the NOI. The system will then translate data from the form into ICIS XML
transactions. This form will generate a New General Permit, and one or more New Copy MGP
Limit Set XML transactions. The system will submit the XML transactions to ICIS via CDX to
create a new General Permit Covered Facility (GPCF), and ICIS will copy down Permitted
Feature, Limit Set, and Limit data from the Master General Permit (MGP) to the newly created
GPCF.
6.1.2.1 Results of ICIS XML Transaction Processing
An email notification will be sent to the Region 6 RA User Group members indicating whether
or not the transaction was processed by ICIS successfully. If the transaction is processed without
any errors, the following email is sent.

transaction. The form status will change to Active-ICIS problem. If additional information is
needed from the RC user(s), the RA user working on the form will be expected to mitigate the
issue.

6.2 Change eNOI
The Change eNOI form allows users who have an existing NPDES ID for coverage under
previous versions of the OCS General Permit GMG290000 to submit changes in the information
related to this NPDES ID.
The following notifications are sent throughout the Change NOI flow from the system to the
users.
6.2.1 General Permit Change eNOI Signed and Submitted to Regulatory Authority
When the form is sent to the Region 6 RA User Group in the Workspace system, the Region 6
RA User Group members will receive an email notification indicating that the change eNOI form
has been signed and submitted to the group and requires review over the next 45 days (with a
copy of the filled out form attached).

6.2.2 Immediate Submission to ICIS
The submitted form will be auto-approved by the system within one minute of receipt by the
Region 6 RA Group, which begins the process for generating the XML transactions to be
submitted to ICIS.
Once a form is auto-approved, the form status will change to Active. The system will generate
data as needed based on the specific terminations submitted. The system will then translate data
from the form into ICIS XML transactions. The system will submit the XML transactions to
ICIS via CDX.
6.2.2.1 Results of ICIS XML Transaction Processing
An email notification will be sent to the Region 6 RA User Group members indicating whether
or not the transaction was processed by ICIS successfully. If the transaction is processed without
any errors, the following email is sent.
