e-Manifest Fact Sheet: Tribes
On June 30, 2018, EPA launched a national system for tracking hazardous waste shipments electronically. This system,
known as "e-Manifest," modernizes the nation's cradle-to-grave hazardous waste tracking process while saving valuable
time, resources, and dollars for industry and states. EPA established e-Manifest per the Hazardous Waste Electronic
Manifest Establishment Act, which Congress enacted into law on October 5, 2012. e-Manifest is a multi-faceted program
that includes system development; regulation and policy; implementation and communication; and consultation with the
e-Manifest federal advisory committee.
What Tribes Need to Know
•	e-Manifest launched nationwide on June 30, 2018.
•	e-Manifest data is generally available to the public 90
days post-receipt of the manifest.
•	Once available, tribes can access e-Manifest data
here:
https://rcrainfo.epa.gov/rcrainfoweb/action/main-
menu/view.
•	e-Manifest includes information about which sites
ship hazardous waste off-site, the types of hazardous
waste generated and shipped, and where the
hazardous wastes are ultimately received for final
management. Although e-Manifest shows origination
and destination points for individual hazardous waste
shipments, the system does not include information
about specific transportation routes.
•	All receiving facilities, e.g., facilities that receive waste
that must be manifested under federal law or receive
state-only hazardous waste that must be manifested
as required by either the state in which the waste was
generated or received, must submit those manifests
to EPA either via paper or electronically. EPA charges
receiving facilities an associated fee for each manifest.
•	Many tribes are also generators of hazardous waste.
As generators, tribes have the option to create and
submit manifests electronically in e-Manifest. If your
tribe generates hazardous waste, you may only use
electronic manifests if/when both the transporter and
receiving facility are also using electronic manifests.
•	If generators would like to submit electronically, they
must register for e-Manifest and obtain an EPA
Identification Number (EPA ID).
•	Generators may continue to use paper manifests;
however, use of electronic manifests is highly
encouraged by EPA.
•	The 6-copy manifest form was replaced with a new 5-
copy form effective June 30, 2018.
Scope of e-Manifest	
e-Manifest facilitates the electronic transmission of the
uniform manifest form, which accompanies shipments of
hazardous waste. e-Manifest affects any regulated waste
shipped on a manifest, including:
•	Resource Conservation and Recovery Act (RCRA)
federal hazardous waste,
•	Regulated PCB waste shipped on a manifest,
•	State-regulated hazardous waste (if manifest is
required by origination or destination state),
•	Very Small Quantity Generator waste (if manifest
required), and
•	Imported hazardous waste.
EPA implements the e-Manifest regulations until RCRA
authorized states adopt and become authorized for the e-
Manifest regulations. (Note: some parts of the e-Manifest
regulations, such as collection of user fees, will only be
implemented by EPA.)

Obtain/Update EPA ID Number
Generators located on tribal land may submit EPA form
8700-12 to obtain an EPA ID number from their EPA
Region. The form can be found on RCRAInfo Web at
https://rcrainfo.epa.gov/rcrainfoweb. For generators who
already have an EPA ID number, previously submitted
information (e.g., contact information) on the RCRAInfo
website needs to be up-to-date.
Register with e-Manifest
e-Manifest is linked to EPA's existing RCRA Information
System (RCRAInfo). e-Manifest registration and
instructions are available at: www.epa.gov/e-Manifest.
Generators can register with e-Manifest at any point;
registering with e Manifest allows generators to view,
create, and/or sign manifests electronically or make
corrections to manifests. Generators may only use
electronic manifests if transporters and receiving facilities
listed on the manifest are also registered for e Manifest.

Benefits of e-Manifest
e-Manifest improves access to higher quality and timely
data while saving time and resources for industry and
other stakeholders. Benefits include:
•	Rapid notification of discrepancies or other problems
related to a shipment,
•	One-stop reporting of data to EPA and the states
through a single hub,
•	Increased effectiveness of monitoring of waste
shipments by regulators, and
•	Potential for integrating manifest reporting with other
federal and state information systems.
