This proposal supplements the original proposed rule published on May 12, 2020 (85
FR 28153) titled "Improvements for Heavy-Duty Engine and Vehicle Test Procedures,
and other Technical Amendments" which included a larger set of proposed revisions to
modify and improve the GEM compliance tool. In this action EPA proposes additional
C	amendments concerning certain aspects of GEM. The changes proposed in this action
would result in an improved and more accurate model that more closely matches the
outputs produced by GEM 3.0, the model used to establish C07 emission standards
for Model Year 2021 and later in the 2016 Heavy-duty Phase II final rule. The proposed
amendments included in this notice would be required for model year 2022 and later
<	vehicles and optional for model year 2021. Given the nature and limited scope of this
supplemental proposal, there will be neither significant environmental impacts nor
significant economic impacts for any sector.

Who would be Affected by these Changes?
The changes would primarily affect manufacturers, importers, and secondary manufacturers
seeking certification for medium or heavy-duty vehicles and engines. The changes to the GEM
compliance tool procedure would also affect organizations that perform certification testing, such
as independent test laboratories.
