EPA Region 7 06/01/2007 City: New Haven County: Franklin Other Names: New Haven PWS SITE DESCRIPTION This site is an area-wide groundwater contaminant plume and associated contaminated soil. The principal contaminant is tetrachloroethylene (PCE) which was used during industrial processes by several entities in New Haven. The PCE was first detected in the two public supply wells in 1986. These wells were closed and two additional water supply wells were installed. During the 1990s, an active industrial facility (Kellwood site) removed soil contamination and installed a french drain. Contamination continues to exist at this site and several operable units throughout the city and in the nearby area. Site Responsibility: The site is being addressed through Federal and potentially responsible parties' actions. THREATS AND CONTAMINANTS The groundwater, surface water and soils in various operable units are contaminated with PCE. Both shallow and deep contamination exists. Subsurface soils and groundwater contain significant concentrations of PCE. CLEANUP APPROACH Response Action Status Cleanup Ongoing: The Remedial Investigation/Feasibility Study for Operable Unit 1 (Front Street) has been completed and the Record of Decision was signed September 2003. One removal was also conducted at OU 1 to remove a contaminated drinking water line and install a new line with impervious joints to prevent future re-contamination. The Remedial Design (RD) at OU 1 has been completed and the Remedial Action (RA) started on September 30, 2004 and is ongoing. The selected remedy has been put in place and is currently reducing contaminant levels in the plume. Site Studies: The Remedial Investigation/Feasibility Study for Operable Unit 2 (Industrial Drive) is ongoing. The work is being conducted under a Administrative Order on Consent. Remedy Selected: The Remedial Investigation/Feasibility Study for Operable Unit 3 (Old City Dump) has been completed, and the Record of Decision was signed September 2003. Site Studies: The Remedial Investigation/Feasibility Study for Operable Unit 4 (Maiden Lane Area) is ongoing. A Removal Action is being planned for Spring 2007 to address a soil source area. Remedy Design: The Remedial Investigation/Feasibility Study for Operable Unit 5 (Old Hat Factory) has been completed, and the Record of Decision was signed in December 2006. The remedy selected in the Record of Decision is currently in the design phase. Site Studies: The Remedial Investigation/Feasibility Study for Operable Unit 6 (South Industrial Drive) is being conducted concurrently with OU2. A removal action conducted under an Administrative Order on Consent provided whole-house filtration units. ZE YV .RodJX. & Site Facts: One administrative order on consent (AOC) has been signed between EPA and Kellwood Industries to address contamination at OU 6 and supply residences ------- affected in this vicinity with whole house filtration systems. A second AOC has been signed between EPA and Kellwood Industries to conduct the RI/FS at OU 2 and OU 6. ENVIRONMENTAL PROGRESS Currently the site consists of six OUs. Four OUs are actively being investigated (RI/FS) and two OUs have completed the RI/FS. OU 1 is currently being remediated. OU 6 has ongoing response actions through wholehouse filtration systems. The ecological risk assessment has also been been completed.
