QUALITY PLATING MISSOURI EPA ID# MOD980860555 EPA Region 7 City: Sikeston County: Scott County Other Names: 07/09/2007 SITE DESCRIPTION The Quality Plating site covers approximately 5 acres in Sikeston. The site originally consisted of a 1-acre unlined lagoon and manufacturing plant. From 1978 until the facility was destroyed by fire in early 1983, Quality Plating was engaged in contract electroplating of common and precious metals. Untreated wastewater originating from the flow-through rinse tanks, as well as acid, alkaline, and metal-plating batch solutions, were continuously discharged into the lagoon at a rate of at least 10,000 gallons per day. The State detected elevated levels of chromium and lead in an on-site well. The area is now used for hay production. The population within a 1-mile radius of the site is 120. Six residences within a mile of the site obtain drinking water from shallow wells. Site Responsibility: This site is being addressed through Federal and State actions. NPL LISTING HISTORY Proposed Date: 10/15/84 Final Date: 06/10/86 Deleted Date: THREATS AND CONTAMINANTS ------- The groundwater and on-site soils are contaminated with metals including lead and chromium from the former electroplating operations. Drinking or bathing with the contaminated groundwater could cause adverse health effects. CLEANUP APPROACH Response Action Status Immediate Action: The EPA removed contaminated soil from the site in 1992. Entire Site: Under EPA supervision, the State began an investigation of the site and alternative cleanup methods in mid-1991. Soil sampling, installation of groundwater monitoring wells, and groundwater sampling have been conducted. Initial studies have indicated the groundwater is contaminated with chromium and the plume is moving south of the site. In early 1995, EPA chose groundwater pumping and treating as the final cleanup remedy. However, during the design of the treatment facility it was discovered that a significant decrease of the contaminant of concern had taken place. The state and EPA have selected a revised remedy which includes monitored natural attenuation and institutional controls. This remedy was selected via an amended Record of Decision in September of 1999. Site Facts: The State has repeatedly cited the company for discharging untreated plating waste into subsurface waters, which was in violation of the company's permit under the National Pollutant Discharge Elimination System. The EPA and the State will enter into a Cooperative Agreement for the State to manage the monitored natural attenuation system for the site. ENVIRONMENTAL PROGRESS The removal of contaminated soils from the Quality Plating site has reduced the potential for future contamination of local groundwater. The state and EPA are to continue to oversee monitored natural attenuation and institutional controls to ensure the remedy remains protective. ------- COMMUNITY INVOLVEMENT EPA ensures community members know about and participate in site issues and activities. Region 7 has assigned an EPA Community Involvement Coordinator to the site to answer community member/elected official/media questions and concerns; made the community aware of the Superfund Technical Assistance Grant; conducted community interviews; implemented a community involvement plan; briefed community members, elected officials and the media on site activities; held public meetings and/or public availability sessions; developed/mailed site specific fact sheets; published display ads in local newspapers; and in some cases facilitated the community in forming community advisory groups.
