1 Introduction to the NPDES eReporting Tool (NeT)
This user guide provides step-by-step instructions and guidance on how to use NeT.
1.1 Background
EPA's Office of Enforcement and Compliance (OECA) released the Clean Water Act Action
Plan (CWAAP) in October 2009. This plan contained ambitious short- and long-term goals for
revamping the approach to improve compliance reporting for Clean Water laws. One major goal
of the CWAAP is to improve transparency and accountability in compliance activities. The plan
identified increasing electronic reporting of data by regulated entities as one of the keys to
achieving that goal. As part of this effort, OECA has written a draft rule that will require the
electronic submittal of National Pollutant Discharge Elimination System (NPDES) data by the
regulated community. To support this draft rule, OECA, in partnership with the Office of Water
(OW) and other EPA and state/tribal agencies, has developed the NPDES Electronic Reporting
Tool (NeT) to facilitate electronic data reporting and submittal of Notice of Intent (NOI) data to
the Integrated Compliance Information System (ICIS).
EPA plans to require electronic submission of data by the regulated community in phases
according to the following schedule:
•	Rule Phase I: All EPA General Permits and All EPA and State Concentrated
Animal Feeding Operation (CAFO) General Permits: one year after publication of
final rule: Includes all Notices of Intent (NOIs) to obtain coverage under the General
Permit, forms changing the NOI coverage, No Exposure Certification (NEI) and Low
Erosivity Waiver (LEW) forms indicating why coverage is not needed, and notices of
termination of coverage (NOTs). All forms for all EPA General Permits and all CAFO
General Permits issued by delegated agencies will need to be supported by the tool.
•	Rule Phase II: Remaining General Permits and Program Reports: two years after
publication of final rule: Includes all the forms for all remaining assumed NPDES
program General Permits. Additionally, includes the program reports required by EPA
permits such as CAFO annual reports and Stormwater Event reports.
This document outlines the process for the electronic submittal of all NOIs, changes to NOIs and
NOT forms by Regulated Community (RC) users.

2 Getting Started
The following sections describe what you need to know to begin using NeT.
2.1 Before You Begin
Before you begin using NeT, knowing the answers to the questions below will streamline your
activities:
Which Type of User Are You?
Throughout this document, there will be three primary kinds of users referred to:
•	Regulated Community (RC): users who are subject to NPDES environmental
regulations and are responsible for applying for a Notice of Intent to Discharge form.
Certifier: A user who has the authority to sign and submit an eNOI form from
NeT and has successfully completed a Digital Signature Agreement (DSA). A
Certifier can also fill out forms.
Preparer: A user who has been designated the authority to populate/prepare forms
for a specific organization and NPDES general permit. Preparers do not have
authority in the system to sign and submit forms; however, they have the ability to
route a form to a valid Certifier to complete the form submission process
•	Regulatory Authority (RA): users who work for an environmental agency responsible
for administering the NPDES program such as EPA Headquarters, Regions, or States;
these users receive submitted eNOI forms and may review and accept or reject the forms
•	System Administrator (SA): users who work for EPA Headquarters and administer the
site, including such functions as posting forms and managing the portal.
2.1.1. Permittees and Data Inputters: Information that will be needed to begin using NeT
•	What is the permit that you will be submitting a NeT electronic NOI form for?
•	Do you have a valid email address?
•	Does your computer meet the NeT System Requirements? (See next section for computer
system requirements)
•	Did you check with your Regulatory Authority or the organization that administers your
NPDES permit for the proper web address to use to access NeT?
•	What kind of role/access do you want for the NeT NOI form?
o Preparer: the role will allow you to prepare and populate forms then route them to
a valid Certifier
o Certifier: the role will allow you to prepare, populate and sign and submit a form
for submission to the Regulatory Authority

To access the NeT application all users will be required to login through CDX. Therefore, all
users must register in CDX before they can access the NeT application. Once User IDs have
been established, users can login to CDX, navigate to NeT and submit forms. Certifiers will be
able to review all forms and will be required to digitally sign and submit all approved forms to
the Regulatory Authority. The Regulatory Authority will have the opportunity to approve or
reject forms prior to submitting them to ICIS. CDX will store the CORs and ICIS will process
the transaction and notify users of the results of the transactions.
2.3 Computer System Requirements
NeT requires the following software and hardware to run efficiently:
•	Internet Access Requirements
High-speed access to the Internet, such as DSL, cable-modem, Tl, or partial T1 is
preferred but the application will support slower speeds.
•	Hardware Requirements
Minimum Pentium III processor and 128 megabytes of RAM.
•	Browser Requirements
Microsoft Internet Explorer 8 or higher
Mozilla Firefox 15 or higher

Clearing the Java Cache
The Java cache has posed known issues when the cache becomes full. As a Certifier, if you are
unable to sign and submit a form, or nothing happens when you click the Sign button when
completing a form, please follow these steps to clear the Java cache to ensure this is not what is
causing the issue:
1.	Open the "Control Panel" by going to Start > Control Panel.
2.	Make sure the icons are displayed as "Large icons" (1) and then click on "Java" (2) to
open (see Figure on next page):

3 CDX User Accounts and Login
All RC users must first register with EPA's Central Data Exchange (CDX) in order to access
NeT. An RC user can create a Preparer user account or a Certifier user account. A Certifier
account will require the user to complete a Signature Agreement prior to the activation of the
user ID. Both role processes are outlined below.
3.1 Create a Preparer User Account in CDX
Users can create a Preparer user account in CDX by following these steps:
1. Navigate to the website where the Regulatory Authority describes the NPDES General
Permit and click on the hyperlink to access NeT. If the hyperlink does not work, type the
URL of the CDX hyperlink (cdx.epa.gov). Click "Register with CDX" on CDX
homepage to start the registration process.

7. Log in to CDX with credentials provided after completing the registration. A Preparer
account should immediately be active once the registration process is complete. The
Preparer should now be able to prepare and submit forms to a valid Certifier. Certifier
accounts require additional approval (please refer to section 3.3.2).
3.2 Create a Certifier User Account in CDX
Users can create a Certifier user account in CDX by following these steps:

EPA Region 6's Offshore Oil and Gas General permit
The Electronic Notice of Intent (eNOI) Paper ESA will be used by facilities that want new or to modify existing coverage under the Clean
Water Act National Pollutant Discharge Elimination System (NPDES) Offshore Oil and Gas General Permit No. GMG290000.
Submission of eNOIs is a substitute to using paper forms to fulfill the reporting requirements of the Clean Water Act (CWA) NPDES
program pursuant to 40 CFR 122.28.
Basic Information on Who Should Fill Out the Electronic Signature Agreement
¦	To request use of electronic reporting for eNOI information, the person that is authorized to sign an eNOI as described in 40CFR
122.22 (a) must sign this document as the Responsible Official in Section C of this document.
¦	If the Responsible Official (named in Section C) plans to electronically sign the eNOI submitted through eNOI-GMG29B; then this
person will also sign as the Certifier (named in Section D).

13.	The user will receive an email once the Sign Paper Form button is clicked with the
following statement:
You have successfully created an account with EPA Central Data Exchange (CDX). You
will be notified by e-mail when the account has been activated. CDX Registration

14.	Once the Regulatory Authority has received and approved the official signed copy of the
eNOI Paper Electronic Signature Agreement, they will login to CDX (RMAM) and
approve the new Certifier user account. The CDX system will then notify the user that
the Certifier account is now available for use. To complete the process, the Certifier user
must login to CDX, click the hyperlink for the General Permit they are authorized to
certify for and go to the NeT system. This will synchronize the NeT application with the
CDX Certifier user account information and complete the activation of the account. If

the Certifier does not complete this last step, Preparers will receive an error when they
attempt to send forms to the Certifier. Once this last step is completed, the Certifier will
be able to accept forms sent to him/her by a Preparer or go into NeT and prepare,
digitally sign and submit a form on their own.

3.3	What to do if you don't receive the CDX confirmation email
On occasion a user may not receive the CDX confirmation email. If you do not see the email
you should do the following:
•	Check your Junk/Trash mail folder
•	Remove sender (i.e., CDX) from your SPAM blocker
If neither of these works, please contact the CDX Help Desk at helpdesk@epacdx.net or (888)
890-1995 [(970) 494-5500 for Puerto Rico or Guam],
3.4	Logging into CDX
After you create a CDX account, you can login by:
1.	Navigating to the website where the Regulatory Authority describes the NPDES General
Permit and click on the hyperlink to access NeT. If the hyperlink does not work, type the
URL of the CDX hyperlink (cdx.epa.gov).
2.	Entering your user name.
3.	Entering your password.
4.	Clicking Login.
3.4.1 Common Login Problems
If you cannot log into your account, below are steps to resolve common login issues. These
directions are applicable only after you have created a CDX account.
3.4.1.1 Forgot Password
If a user has forgotten the password associated to his/her User ID, they will need to complete the
following steps:
1.	Click Forgot Password on the CDX Login Page.
2.	Provide your email address you used to create your CDX account.
3.	Provide the user ID you used to create your CDX account.

3.4.1.2	Forgot User ID
If you have forgotten your User ID, email address or security question answers, your access can
be restored by contacting Technical Support. Technical Support is open between 8:00 am to 6:00
pm (EST/EDT). Call the toll-free line at (888)-890-1995 or (970) 494-5500 for callers from
Puerto Rico and Guam.
3.4.1.3	Expired Account
After 90 days, your password will expire and you will need to create a new one. If your password
has expired, after logging in to CDX, you will be prompted to change it. Once the password is
changed, the validity period of the password resets to 90 days from the day the reset occurred.
Please note that a soon-to-expire password alert will also be displayed on your MyCDX page.
3.4.1.4	Disabled Account
If your account is disabled due to too many invalid authentication attempts, CDX will prompt
you that your account is disabled after you attempt to login. You will need to contact the CDX
help desk at (888) 890-1995 or email the help desk at helpdesk@epacdx.net.
3.4.1.5	Locked Account
An account may be locked if you attempt to log in three times unsuccessfully. Follow these
directions to enable a locked account:
1.	Click "Forgot your Password?" on the account log in page
2.	Enter the email address that was originally provided for the account.
3.	Enter the user id that i s locked for the account.

4.1 View your Account
On the MyCDX homepage, there are 4 tabs available to all users: MyCDX, Inbox, My Profile
and Submission History.
4.1.1 MyCDX
The MyCDX tab allows user to view all NPDES General Permits that they are currently
registered for and the role that they have registered for that particular permit. Any systems news
or updates will be displayed to the right of the permit list.

Link (.zip) in the Download column for the Submission ID of the COR you wish to download.
Follow the browser prompts to either Save or View the files. Open all the zipped folders until
you reach the lowest level where the files exist. At this level, you need to rename the .tmp file to
zip and then you will be able to view the detailed files.

5 Navigating NeT
The following sections describe the different functions of NeT, and the forms and process steps
users will follow to submit a New NOI, a Change NOI (NOI Amendment), and a Notice of
Termination (NOT) form. Each section contains screenshots of the different views of NeT, as
well as individual forms, and email notification texts that are sent out by the system to Regulated
Community (RC) Users.
5.1 User Login Process
1. Navigate to the website where the Regulatory Authority describes the NPDES General
Permit and click on the hyperlink to access NeT. If the hyperlink does not work, type the
URL of the CDX hyperlink (cdx.epa.gov).

3. The RC user can select the form that they chose to submit and will be taken to the
Landing Page of the form. The Landing Page explains the purpose and use of the form,
and provides contacts in the case that a user has any further questions or requires
assistance. The user can then click on the Open Form button to open a new form and
begin populating the form to prepare for submission.

1. Once an RC user has entered the task list, all tasks (if any) that are associated to that user
will be listed. Some examples of situations when a user will have tasks in his/her task list
are:
A Preparer would have a task in his/her task list if:
•	A Preparer has submitted a form to a Certifier and the Certifier's email address was
invalid
•	A Preparer has submitted a form to a Certifier and the Certifier has rejected the form.
The form will be returned to the Preparer and will sit in the user's Task List
•	A Preparer is working on a form and decides to save the form rather than send to the
Certifier so that they can return to the form at a later time.
•	The Regulatory Authority has rejected the form.
A Certifier would have a task in his/her task list if:
•	A Preparer has submitted a form to a Certifier to sign and certify a form, the Certifier
will be notified of the form that awaits certification in an email notification, and the
task will sit in the Certifier's task list until the Certifier logs in and clicks the task to
complete the action required of them
•	A Certifier is working on a form and decides to save the form rather than submit so
that they can return to the form at a later time and complete the submission.
•	The Regulatory Authority has rejected the form.

2.	The user can also delete tasks that are no longer needed or are forms that will no longer
be submitted to the Regulatory Authority.
3.	There is no time limit as to how long a task can sit in the task list; however, it is best if
the user manages their task list to ensure that all time sensitive electronic submissions are
completed in a timely manner.
5.4 NeT History
The History tab is used to track all form submissions for the logged in RC user. To enter the
History list, the user will click on the history tab on the right side of the NeT homepage (depicted
by the dashed outline below).

6 EPA's Region 6 GMG29 OCS Permit
The following sections describe the different forms and process steps users will follow to submit
a New NOi, a Change NOI (NOI Amendment), and an NOT form. Each section contains
screenshots of the individual forms, and email notifications that are sent out by the system to the
Regulated Community (RC) Users.
6.1 New NOI Form Process
Users requesting coverage under the OCS General Permit GMG290000 for the first time (i.e., a
NPDES ID does not exist for this facility/organization) will select the New form. This form
contains two major sections:
•	Operator Legal Name and Address
•	Add Stmcture(s).
6.1.1 Operator Legal Name and Address
The RC User will populate the Operator Legal Name and Address. The Required fields,
indicated by a red asterisk, are: First Name, Last Name, Title, Telephone Number, E-Mail,
Organization Formal Name, Street, City, State, and Zip Code.

The system will display fields for entering Lease Area Block Name, Lease Block Area
Number and BOEM Number. The system also displays a blank area for entering
structure data. Users have the option to enter multiple structures per Lease Area Block
Name/Number combination by clicking on the Add Structure button to display a new
blank row.
2. To enter a new Lease Area Block Name/Number section, click the Add Lease Block
button.
The Required Fields are: Lease Area Block Name, Lease Area Block Number, Lease
Area Block BOEM Number, Structure Type, Latitude, Longitude and Built After
07/17/2006. Lease Area Block Name is a drop-down list that will display the eligible
Names for this permit (see Appendix B for the list of Lease Block names covered by the
EPA Region 6 Office). Viosca Knoll is a Lease Area shared between Region 6 and
Region 4 so only a subset of Lease Areas Block Numbers are valid for Region 6.

3.	Structure Type is a drop-down list that will display 3 possible types of structures:
Platform, MODU, and Subsea.
4.	Once a Structure Type is selected, all mandatory Limit Sets for that structure will be
selected by the system, you will not be able to de-select the mandatory Limit Sets.

6.2 Change eNOI Form Process
Users who have an existing NPDES ID for coverage under previous versions of the OCS General
Permit GMG290000 will use the Change eNOI form. This form contains six major sections:

The Region 6 OCS Change eNOI process starts with an RC User initiating the Change eNOI
form in NeT. The user will be required to enter the existing NPDES ID into the form. The
Organization Formal Name will be un-editable and will be blank for the Preparer. The
Organization Formal Name will be pre-populated with the Organization associated with the
Certifier's user registration and electronic signature agreement. If the Certifier is associated to
multiple organizations for the specific form, the Organization Formal Name field will appear as a
drop down, and the Certifier will be required to select an organization from the list. The RC user
will then select a radio button indicating the change they would like to make. The form will only
display the data entry section indicated by the user's selection.

6.2.1 Change Operator Legal Name and Address
If the RC User selected 'Change Operator Legal Name and Address,' this section will display
blank. The user may enter any changes to the Operator Legal Name and/or Address that need to
be changed/updated on the permit; however, the user will be required to populate all information
that will need to be stored on the permit. For example, if the user wants to update the Operator
Address, they will still need to populate all of the other fields associated to the Operator (i.e.
First Name, Last Name, Title, Telephone Number, E-mail). If the user is only changing the city
of an address, they will still need to provide the entire address (Street, City, State, Zip Code).
The Organization Formal Name will be blank for the Preparer during form preparation; however,
the field will be pre-populated with the Organization Formal Name copied from the form header
(organization associated to the Certifier).

will be required to enter the Permitted Feature ID. In this section, the user may only update the

6.2.4 Delete Structures
If the RC User selected 'Delete Structures,' the system will display the Delete Structures section.
In order to delete a Structure/Permitted Feature on the permit, the User will need to enter the
Permitted Feature ID and the Reason for Deletion. RC Users will only delete a Permitted
Feature if the structure was added in error and should have never been added to the Permit. This
section is not used to Inactivate or "shut off' a Permitted Feature. The Notice of Termination
(NOT) form (see Section 3.4) is used to inactivate/shut-off Permitted Features.
•	To delete additional Permitted Features (more than one Permitted Feature ID), the user will

6.2.6 Delete Limit Set(s) From an Existing Permitted Feature
If the RC User selected 'Delete Limit Set(s) from an Existing Permitted Feature,' the system will
display the Delete Limit Set(s) from an Existing Permitted Feature section. In order to delete a
Limit Set from an existing Permitted Feature, the User will need to enter the Permitted Feature
ID, Structure Type, and Reason for Deletion.
•	Users will only delete a Limit Set if the Limit Set was added in error and should have never
been added to the Permitted Feature. This section is not used to inactivate or "shut off' a
Limit Set
•	RC Users will be provided with a Limit Set Designator Chart that displays all mandatory and
optional limit sets associated with each structure type as a reference
•	To add additional Permitted Feature rows, the user will click the Add Row button to expand
the section and allow for additional Permitted Features
•	To remove a row that was added by mistake, the RC User will click the "X" to the right of
the row they wish to remove (this does not delete any information that already exists on the
permit)

An email notification will be sent to the RC User(s) when the Change eNOI is rejected by the
Regulatory Authority; indicating that specific parts of the form have been rejected. The email
will include an attachment of the system audit report with the rejected records which contain the
key data elements and a brief explanation of the error message. The Regulatory Authority will be
able to use the system audit report to determine the cause of rejection by the system.

use the system audit report to determine the cause of rejection by the system.
