South Jersey Clothing Company Vlinotola, N.J. Site Description The South Jersey Clothing Company site is located in Minotola, N.J. EPA added the site to the National Priorities List in 1989. Uniforms were made at the site and were also dry cleaned as part of the manufacturing process. The resulting dry cleaning wastewater, which contained toxic chemicals, was disposed of for years by dumping it onto the ground near the facility. A fire at the site also damaged a storage tank, spilling more toxic fluids onto the ground. The fluids soaked into the soil, contaminated a local aquifer and began spreading from the site. The contaminated groundwater plume has combined with a contaminated groundwater plume from the Garden State Cleaners Superfund site. The cleanups of these two sites are being addressed simultaneously. The surrounding area is predominately rural and is one of New Jersey's prime agricultural areas. Current Site Status and Cleanup Actions to Date • In 1991, EPA signed a Record of Decision (ROD), which selected soil vapor extraction as well as groundwater extraction, treatment and reinjection as site remedies. • In 1995, EPA completed the demolition of an existing structure at the site and also completed the design for an extraction and treatment system for the contaminated groundwater. • In 1997, EPA started construction of the extraction and treatment system, which has been operational since 1999. • In 2001, soil vapor extraction of contaminated soil was completed. • In 2006 and 2007, EPA added three additional groundwater extraction wells. • In 2010, the ROD was amended to include soil excavation and in-situ treatment of soil that cannot be practicably excavated, as well as acquisition and demolition of the Garden State Cleaners building at the Garden State Cleaners Superfund site. • In 2011, EPA completed excavation of contaminated soil from an additional source area. • In 2012, EPA completed the remedial design for the in situ thermal treatment of remaining contaminated soil. • Although funding and completion of this project will result in environmental progress, it will not eliminate all unacceptable human exposure pathways. Additional cleanup work will be needed. Unfunded Action Fiscal Year 2013 work that was not funded involved initiation of in situ thermal treatment of contaminated soil. Current Funding Status To date, EPA has spent approximately $15.7 million on construction work at the site.
